About America Is All In

America Is All In (All In) demonstrates the strength and potential of subnational leadership on climate change in the United States. Founded in 2017 in response to the U.S. withdrawal from the Paris Agreement, All In works with U.S. cities, states, tribal nations, businesses, schools, and institutions of faith, health, and culture. All In is evolving into its next phase. During this period of federal rollback, there is a significant opportunity and need to elevate subnational climate leadership. All In is focused on building partnerships with domestic partners and global allies, demonstrating continued progress at the state and local levels, and elevating U.S. subnational climate leadership on the international stage.  


About This Role

All In is supporting subnational climate leadership to elevate the solutions and progress unfolding across the country to international audiences. The Managing Director, International Engagement (Managing Director) will increase All In’s engagement, visibility, and influence within international circles and build U.S. subnational leaders’ capacity to collaborate internationally. The ideal candidate understands the demands on U.S. subnational actors working to address climate change and thinks creatively about how best to engage internationally to meet the moment.


The Managing Director will report to and work closely with the Executive Director. They will coordinate All In’s international advisors, co-chairs, and partners, and lead All In’s relationships with key international institutions. They will oversee and implement All In’s international strategy, manage a dedicated team, represent All In at high-profile international convenings, and drive the partnerships and programs that connect U.S. subnational leaders to global climate cooperation.

Responsibilities


International Strategy and Program Execution

  • Develop and implement All In’s international strategy by monitoring the geopolitical landscape and translating that intelligence into proactive recommendations, organizational priorities, and the needs of U.S. subnational actors, especially mayors and governors.
  • Lead year-round bilateral engagement with priority countries and multilateral institutions.
  • Oversee flagship international activities for All In, including a unified pavilion and delegation of U.S. subnational and non-state actors at COPs, Climate Weeks, G7/G20 ministerials, and/or other events.
  • Represent U.S. subnational priorities within the international climate ecosystem, ensuring multilateral processes meaningfully reflect the work, needs, and ambitions of U.S. subnational actors.
  • Identify and develop opportunities for U.S. subnational engagement on key issues (AI and data centers, clean energy, methane, resilience, climate finance).
  • Provide principals with the staffing, guidance, and materials they need to engage effectively in international fora and bilaterals.
  • Develop and steward an All In Ambassadors program, drawing on former senior diplomats, sectoral experts, community leaders, and international champions.

Team Development, Management, & Operations

  • Build and manage a small team, creating team systems, processes, and workflows. 
  • Manage senior part-time advisors (former diplomats and thematic experts), contractors for major global climate events (e.g. COP); and oversee an international advisory group.
  • Collaborate with All In’s communications, domestic, and research functions to ensure coherent, coordinated messaging and programming.
  • Serve as a member of All In's senior leadership team, contributing to and executing upon All In's broader strategy and mission.

Partner Engagement

  • Cultivate and steward relationships with All In’s major domestic and international partners, including Climate Mayors, U.S. Climate Alliance, C40 Cities, ICLEI We Mean Business, and the broader ecosystem of U.S. environmental NGOs.
  • Coordinate with peer organizations to align efforts, avoid duplication, and identify opportunities for joint programming; and position All In as an umbrella organization that connects and uplifts subnational climate efforts.
  • Lead and represent All In on regularly organized calls and meetings with internal and external partners, including funders.

Communications

  • Partner with the Managing Director, Communications to develop and deploy All In’s international narrative and strategy: conveying the breadth, durability, and impact of U.S. subnational climate action to global audiences (in close coordination with research leads and core partners).
  • Provide input and oversight of international communications resources developed for partners.
  • Represent All In in international media, briefings, and public forums, as needed.

Additional responsibilities may be assigned as need and capacity dictates.


Qualifications

  • 10+ years of experience in international climate policy or diplomacy.
  • Existing relationships with key actors in the international climate system: national delegations, COP presidencies, multilateral institutions, nongovernmental organizations, subnational climate networks, and local/state governments.
  • Familiarity working with or in support of subnational governments (cities, states, regions) on climate is strongly preferred.
  • Demonstrated ability to lead and manage teams, including in complex, multi-stakeholder environments.
  • Strong strategic and analytical skills: able to read a shifting geopolitical landscape and identify where All In can add unique value.
  • Exceptional communication skills, with the ability to translate complex issues for diverse audiences—from mayors and governors to foreign ministers, business leaders, and civil society. Professional fluency in English is expected; additional language(s) may be helpful.
  • Proven track record of designing and executing international programs or convenings with measurable outcomes.
  • Experience managing budgets and operational logistics for major international events is preferred.
  • Passion for climate action and a deep commitment to diversity, equity, and inclusion.
  • Willingness and ability to travel internationally regularly, including extended periods around COP and other major global events.

The full salary range for this role is listed below, with a given set of years correlating to a fixed 'step' or placement within a salary range. Salaries are otherwise non-negotiable, and not impacted by merit-based performance evaluations or other flexible and/or subjective factors.

Start Date: An ideal start date would be mid summer 2026.


Location & Hours of Operations: The America Is All In team will be remote, based in the United States. This position can be located anywhere in the United States, but must be able to work Monday - Friday, 9 am - 6 pm EST, plus weekends and evenings as the work dictates. America Is All In works with partners around the world, so staff will be periodically required to accommodate a range of time zones. 


Travel: This role will include occasional domestic and international travel, with periods of more frequent travel.


Employer: The Climate Power Education Fund is the administrative home of America Is All In. For the purposes of employment, Climate Power functions as the employer for America Is All In staff.
