About the Position


The Director of State, Regional, & District Implementation is responsible for supporting the implementation and execution of Digital Promise’s policy, partnership, and advocacy agenda in support of Powerful Learning at scale. Reporting to and working closely with the Deputy Director of Policy, this role helps translate policy strategy, system-change priorities, and the Powerful Learning research and learning agenda into actionable work plans, partner-facing experiences and deliverables, implementation supports, and field-building activities.

This role will focus especially on SEA, LEA, and regional implementation. The Director will work with State Education Agencies, Local Education Agencies, Educational Service Agencies, regional intermediaries, and community-based coalitions to help translate policy frameworks into real experiences, programs, practices, and implementation routines at the state, regional, district, school, and classroom levels. This role will help bridge policy and practice by supporting cohorts of leaders, educators, policymakers, technical assistance providers, developers, and community partners working together to advance Powerful Learning.

The Director will also coordinate closely with Digital Promise’s internal teams to ensure that policy and implementation efforts are informed by research, the needs of communities, schools, and districts and that field learning is translated into practical tools, resources, models, and supports. This role is responsible for providing strong implementation leadership, project management, partner coordination, cohort facilitation, and execution support for regional and state-level bodies of work.


Responsibilities

Team Oversight and Management (Culture and Performance)

  • Lead the day-to-day operations of the Powerful Learning policy implementation workstream, responsible for advancing SEA, LEA, ESA, and regional implementation activities; policy analysis; partner deliverables; advocacy supports; implementation resources; cohort experiences; and professional services.
  • Ensure organizational health and cultivate a positive and inclusive workplace culture and employee experience.
  • Ensure all team members and contributors have the knowledge, skills, and attributes needed to fulfill their day-to-day responsibilities; ensure all team members understand their critical role in the overall organization.
  • Provide direction and support to team members specific to the issues and opportunities that come from their responsibilities; intervene as needed to course-correct.
  • Support the Deputy Director and Senior Director to hire, onboard, and develop team personnel, consultants, or project contributors
  • Contribute positively to the culture of the functional group, team, and organization based on team values and commitments.
  • Oversee and delegate appropriately to team members, consultants, or collaborators responsible for executing policy deliverables, partner supports, cohort activities, research-to-practice products, professional services, and implementation activities.

Regional Coalitions, ESA Engagement, and Community-Based Projects

  • Help lead community-related projects among coalitions of Educational Service Agencies, districts, schools, and regional partners.
  • Support the design and facilitation of regional learning communities, implementation cohorts, and cross-district collaboratives focused on advancing Powerful Learning.
  • Coordinate with the Community Product Team to ensure regional and community-based implementation efforts are connected to Digital Promise’s tools, products, resources, and field-facing supports.
  • Translate community and district needs into actionable insights that can inform product development, implementation supports, professional services, and field-building resources.
  • Support coalitions that bring together education leaders, educators, policymakers, technology developers, researchers, intermediaries, and community partners to co-design solutions, test implementation approaches, and share learning across contexts.
  • Ensure regional projects move beyond convening alone and result in practical models, routines, tools, and practices that support implementation at the classroom, school, district, and system levels.


Translation of Policy Frameworks into Practice

  • Help translate Digital Promise’s policy frameworks, Powerful Learning strategy, and learning agenda into concrete experiences, programs, and practices.
  • Develop tools, resources, facilitation materials, implementation playbooks, partner memos, readiness resources, field guides, and professional learning supports that help partners move from policy aspiration to practice.
  • Synthesize insights from policy developments, partner engagement, implementation cohorts, and field-based learning to identify what states, regions, districts, and schools need to create the conditions for Powerful Learning.
  • Document and share promising practices, common barriers, implementation lessons, and examples of how policy and practice can work together to support coherent system change.
  • Support the design and delivery of professional services and technical assistance models that help state, regional, and district partners build the capacity, routines, and infrastructure needed to implement Powerful Learning.
  • Support practical application in areas such as instructional coherence, emerging technologies, AI in education, digital equity, competency-based learning, edtech systems, and future-ready learning models.

Cohort Design, Facilitation, and Field Learning

  •  Design and facilitate cohorts of SEA leaders, LEA leaders, ESA leaders, educators, policymakers, developers, and implementation partners focused on advancing Powerful Learning.
  • Create the structures, agendas, learning experiences, tools, and follow-up routines that allow cohorts to move from shared learning to action.
  • Support cross-district and cross-regional collaborative problem-solving, pilot design, implementation planning, and continuous improvement.
  • Help partners examine local data, surface implementation challenges, test solutions, and develop shared approaches that can be adapted across contexts.
  • Capture learning from cohorts and translate it into practical guidance for Digital Promise and the field.
  • Develop or contribute to case examples, implementation tools, resource suites, policy briefs, presentations, field memos, and other knowledge products that help systems adopt and sustain Powerful Learning.

Project Management and Cross-Functional Collaboration

  • Effectively manages competing priorities and leads projects with a strict focus on quality, timelines, and adapting to changing needs.
  • Proactively keeps stakeholders informed, mitigates risks, and motivates cross-functional teams to achieve project milestones and advance Digital Promise’s impact goals.

  • Monitor, track, and report progress on relevant goals, for self and direct reports.

Qualifications

  • Education: Advanced degree preferred in education policy, education leadership, public policy, learning sciences, educational technology, or a related field (equivalent experience will be considered).
  • Experience: 7+ years of experience in education policy, advocacy, implementation, partnerships, professional services, systems change, or related roles of increasing responsibility. Direct professional experience working in or with K-12 public school districts is preferred.

Working Conditions

Digital Promise Global is a hybrid organization. The position is primarily working in a remote environment. Employees are expected to travel at least 4 times a year for in-person meetings and the annual staff retreat. Additional travel may be required based on role and responsibilities.

Compensation

We consider candidate experience and location when determining where a candidate may fall within that range. Digital Promise Global offers a competitive total rewards package including coverage of 85% of health insurance premiums for employee coverage and 75% of health insurance premiums for dependent and family coverage, 15 vacation days, 12 sick days, 3% 401k employer contribution, 3% employer 401k match, and a flexible work environment.

The full-time salary range for the position is based on geographical regions, with exact salary depending on relevant experience.


California: $175,515-$197,455

DC Metro Area & NYC: $ $159,559-$179,504

National: $143,603-$161,554
