Human Resource Specialist

About the role

This position is in the Secretariat for Special Operations (SSO), Office of the Assistant Secretary of War for Special Operations and Low-Intensity Conflict (OASW(SO/LIC)). The ASW(SO/LIC) serves as the principal civilian advisor and assistant to the Secretary of War and has statutory responsibility for overseeing special operations-peculiar administrative matters pertaining to the readiness and organization of special operations forces (SOF), resources and equipment, and civilian and military personnel.


The Senior Manpower and Personnel Strategist will serve as the principal advisor and operational focal point for military and civilian manpower strategy, billet management, and personnel alignment across the SSO enterprise. This individual will bridge the strategic and cultural gaps between the Secretariat, the Military Departments (MILDEPs), Washington Headquarters Services (WHS), and the Office of the Secretary of War (OSW).


The incumbent will be responsible for translating organizational requirements into actionable, service-appropriate language, advising leadership on the optimal approaches for engaging the MILDEPs, and ensuring the Secretariat successfully secures, manages, and retains top-tier military and civilian personnel. Key initial priorities include standing up an integrated manpower tracking architecture, aligning disparate HR and manpower databases, and leading the continuous development of organizational onboarding, offboarding, and special employment programs.


What you'll do

  • Manpower Strategy & Service Engagement: Advise leadership on engaging MILDEPs to fulfill requirements; translate Secretariat needs into tailored, service-specific staffing requests ("speaking Army/Navy/Air Force/Marines/Space Force"); navigate Joint vs. Service assignments and billet stewardship.
  • Systems Integration & Tracking: Design, stand up, and manage an internal tracking system across Fourth Estate, civilian HR, and military personnel data to maintain a single source of truth; coordinate billet tables with WHS and OSW.
  • Workforce Planning & Advocacy: Project future civilian (GS/SES) and military requirements; prepare defensible justification packages and concept plans accepted by WHS, OSW, and MILDEPs
  • Special Employment Programs: Manage the lifecycle of interagency details, fellows, and interns; conduct rigorous quality control and staffing package reviews.
  • Onboarding, Offboarding & Process Improvement: Own the full onboarding/offboarding lifecycle; leverage SharePoint and collaborative tools to streamline and automate administrative workflows.


Qualifications

  • Experience & Clearance: 7–10+ years of civilian and/or military personnel/manpower experience in the DoW/DoD or interagency;
  • Active TS clearance with SCI eligibility.
  • Solid working knowledge of General Schedule (GS) rules, Fourth Estate manpower, MILDEP personnel management, and military orders lifecycles.
  • Prior service on the civilian side of the Department and/or experience in a MILDEP, Joint Staff (J1), Combatant Command, or equivalent HQ personnel directorate.
  • Demonstrated ability to navigate service cultures, understand how MILDEPs think, and advise senior leaders on service engagement strategies.
  • High attention to detail with package reviews and tracking systems; strong computer skills with hands-on proficiency in SharePoint and Excel.

Desired Skills

  • Direct experience supporting the Office of the Secretary of War (OSW), Washington Headquarters Services (WHS), or the Secretariat for Special Operations (SSO).
  • Operational or administrative experience within or directly supporting Special Operations Forces (SOF).
  • Practical experience designing, configuring, and administering SharePoint pages, lists, and automated workflows.
  • Familiarity with Senior Executive Service (SES) staffing, Senior Leader (SL/ST) actions, and Fourth Estate manpower allocation models.
  • Demonstrated track record of successful continuous process improvement (CPI) in administrative or HR operations.

The pay range for this position is between $115,000 and $150,000 per year. This position is benefits-eligible.
