About the role

Kaimetrix is seeking a highly experienced Technical Advisor III to provide executive-level subject matter expertise, strategic advisement, and technical leadership in support of the INSCOM G-7 directorate. This role supports enterprise-level modernization and innovation initiatives across Aerial/Space, Terrestrial, Cyber, Electronic Warfare (EW), Architecture, and Data Literacy mission areas.


The Technical Advisor III serves as a senior strategist and trusted advisor to Government leadership, driving the planning, execution, and integration of emerging intelligence capabilities across the multi-discipline intelligence enterprise. The ideal candidate will bring deep experience in modernization, capability development, stakeholder engagement, and cross-agency coordination at the highest levels.


What you'll do

1. Strategic Modernization Leadership

  • Lead advisory support to INSCOM ACOS G-7 priorities, Lines of Effort, and enterprise modernization initiatives.
  • Evaluate emerging technologies and align capabilities with Army Intelligence mission requirements.
  • Provide executive-level consultative services across INSCOM, DoD, IC, and industry stakeholders.
  • Lead development and coordination of strategic documents, including:
    • Strategic Plans and Army Campaign Plans
    • Army Intelligence Master Plans
    • Organizational structure and manpower reports
    • Program Objective Memorandum (POM) inputs
    • Acquisition documentation and capability development packages
  • Drive DOTmLPF-P analyses and Army modernization and transformation efforts.
  • Design and oversee contractor-developed pilots and proof-of-concept efforts supporting Quick Reaction Capabilities (QRCs).
  • Communicate modernization impacts and strategic implications to senior Army leadership.

2. Technology Engagement & Integration Leadership

  • Provide senior-level consultation for planning and execution of intelligence capability programs across the DoD and IC enterprise.
  • Lead development of technical documentation supporting capability assessments, evaluations, and modernization initiatives.
  • Oversee assessments of software- and hardware-intensive systems using full lifecycle planning and risk mitigation strategies.
  • Lead DoD/IC technical exchange meetings, demonstrations, and synchronization events—producing executive-level briefs and technical outputs.
  • Direct industry and IC engagement efforts to identify and mature solutions addressing INSCOM capability gaps.
  • Ensure system design and engineering documentation aligns with DoD, Army, IC directives and DoDAF architectural frameworks.

3. Modernization, Innovation & Enterprise Enablement

  • Lead development and sustainment of INSCOM G-7 knowledge management and modernization frameworks.
  • Provide senior oversight of innovation initiatives and modernization lines of effort across the command.
  • Guide implementation of best-practice planning, risk management, and project lifecycle strategies.
  • Lead organizational upskilling efforts, including Data Literacy implementation and workforce development initiatives.
  • Provide expert assessments of modernization impacts, capability gaps, and strategic opportunities to senior leadership.

4. Executive Coordination & Stakeholder Engagement

  • Lead and facilitate high-level synchronization and coordination forums, including:
    • In Progress Reviews (IPRs)
    • Operational Planning Team (OPT) meetings
    • Multi-agency and cross-staff engagements
  • Coordinate across Army staff, DoD components, IC agencies, and industry partners to ensure integrated mission support.
  • Deliver executive-level briefings, reports, and strategic recommendations to senior military and civilian leadership.


Qualifications

Education & Experience

  • Master’s degree with 15+ years of program/project management experience
    OR
  • Bachelor’s degree with 20+ years of program/project management experience
  • Minimum 15 years of military or civilian intelligence experience at the national, operational, or tactical level in one or more disciplines:
    • SIGINT
    • GEOINT
    • HUMINT
    • Counterintelligence (CI)
    • OSINT
    • All-Source Analysis
    • Collection Management
  • Experience supporting Multi-Domain Operations (MDO) or organizational Data Literacy initiatives.
  • Minimum 10 years leading or advising intelligence modernization and/or innovation initiatives
  • Demonstrated experience defining objectives, deliverables, and strategic outcomes
  • Proven ability to engage and influence senior stakeholders across military, Government, and industry organizations
  • Strong knowledge of DoD, Army, and IC policies, processes, and enterprise architecture frameworks (including DoDAF)

Preferred Experience

10+ years planning and executing synchronization and coordination events such as:

  • In Progress Reviews (IPRs)
  • Operational Planning Team (OPT) meetings
  • Cross-staff and multi-agency engagements

  • Experience supporting large-scale, complex intelligence or modernization programs
  • Familiarity with INSCOM mission, structure, and modernization priorities
  • Experience designing and leading pilot programs or proof-of-concept initiatives

Security Requirements

  • Active DoD TOP SECRET clearance with SCI eligibility required at time of hire

Key Competencies

  • Executive-level strategic thinking and decision support
  • Expert understanding of Army, DoD, and IC modernization frameworks
  • Ability to translate complex technical and intelligence concepts into executive-level communication
