Floating Property Manager – HUD & Tax Credit


Job Description


The Floating Property Manager supports properties throughout the portfolio during staffing vacancies, special projects, compliance issues, audits, inspections, and other operational needs. This position reports to the Regional Vice President and works closely with Regional Managers and onsite teams.


Candidates must have a minimum of three (3) years of direct property management experience with HUD-assisted and Low-Income Housing Tax Credit (LIHTC) properties. Affordable housing experience is required.

Responsibilities


  • Manage day-to-day property operations, including leasing, resident relations, maintenance, budgeting, collections, accounts payable/receivable, vendors, and staff.
  • Ensure compliance with all HUD, LIHTC, federal, state, local, and company requirements.
  • Manage and review affordable housing files, including income verification, certifications, recertifications, rent calculations, and required documentation.
  • Maintain working knowledge of EIV, TRACS, HUD-50059, LIHTC/Section 42, HOTMA, Fair Housing, VAWA, and Section 504 requirements.
  • Prepare properties and resident files for HUD MORs, NSPIRE inspections, LIHTC/state agency audits, investor reviews, and file audits.
  • Identify compliance deficiencies and ensure corrective actions are completed timely.
  • Ensure accurate and timely submission of required reports.
  • Inspect properties and units to identify maintenance, safety, and compliance concerns.
  • Lead, train, and support onsite teams during temporary assignments or staffing transitions.
  • Address resident concerns professionally and ensure appropriate follow-through.
  • Monitor occupancy, delinquency, leasing, renewals, property expenses, and overall property performance.
  • Assist with property takeovers, due diligence, acquisitions/dispositions, lease-ups, compliance remediation, and other special projects as assigned.
  • Travel between properties as needed.


Qualifications


  • Minimum three (3) years of hands-on property management experience with HUD and LIHTC/Tax Credit communities required.
  • Strong knowledge of HUD and LIHTC compliance requirements, including resident eligibility, income verification, certifications, recertifications, and file documentation.
  • Experience with EIV, TRACS, HUD-50059, Section 42/LIHTC compliance, MORs, NSPIRE inspections, and affordable housing audits.
  • Working knowledge of Fair Housing, VAWA, Section 504, HOTMA, and applicable federal, state, and local housing requirements.
  • Strong leadership, organizational, time-management, and problem-solving skills.
  • Ability to independently step into a property, assess operational and compliance issues, and establish an effective action plan.
  • Proficiency with property management software and Microsoft Office.
  • Reliable transportation and ability to travel throughout the assigned portfolio.


Preferred: COS, HCCP, TCS, SHCM, CPO, or comparable affordable housing certification.

$71,000 – $76,000 per year
