The Program Manager II will lead and oversee complex programs from contract award through delivery, ensuring performance, cost, schedule, and quality objectives are met. This role requires close coordination with engineering, operations, finance, contracts, quality, and external customers to deliver mission-critical products. 

 

Essential Job Functions:

  • Lead end-to-end execution of complex defense and manufacturing programs, ensuring contractual, technical, schedule, and financial objectives are achieved.
  • Serve as the primary interface with customers, senior leadership, and key stakeholders, developing trusted relationships and ensuring high levels of customer satisfaction.
  • Provide overall program leadership, accountability, and decision-making authority for program performance, execution strategy, and customer deliverables.
  • Review and interpret Statements of Work (SOWs), contracts, technical requirements, cost estimates, and delivery schedules to ensure successful program execution and compliance.
  • Develop and maintain integrated program plans, schedules, budgets, staffing strategies, and risk management plans aligned with customer and business objectives.
  • Lead cross-functional teams including Engineering, Operations, Manufacturing, Quality, Supply Chain, Finance, Contracts, and Logistics to achieve program goals.
  • Monitor program financial performance, including revenue, margins, labor utilization, forecasts, funding status, and overall profitability.
  • Identify program risks, opportunities, and resource constraints; develop and execute mitigation strategies to minimize schedule, technical, and financial impacts.
  • Lead customer reviews, program management reviews (PMRs), technical reviews, and executive briefings while providing accurate program status, forecasts, and recommendations.
  • Manage contract modifications, change orders, scope adjustments, and customer negotiations while ensuring alignment with business objectives and contractual requirements.
  • Ensure compliance with FAR, DFARS, government regulations, contractual obligations, and internal policies and procedures.
  • Support business development, capture, and proposal efforts by providing programmatic expertise, technical insight, cost inputs, staffing plans, and execution strategies.
  • Partner with leadership to develop growth strategies, customer engagement plans, and follow-on business opportunities within assigned accounts.
  • Mentor and provide guidance to junior program managers, project managers, and cross-functional team members.
  • Drive continuous improvement initiatives focused on program execution, operational efficiency, customer satisfaction, and organizational performance.
  • Represent the company at customer meetings, industry events, trade shows, and strategic planning activities.

Required Qualifications:

  • Bachelor's degree in Engineering, Business, Program Management, Operations Management, or related discipline.
  • 5–8+ years of progressive program management, project management, or operational leadership experience, preferably supporting defense, aerospace, manufacturing, or government contracting environments.
  • Demonstrated experience leading complex, cross-functional programs with responsibility for schedule, cost, technical performance, and customer satisfaction.
  • Strong understanding of government contracting, manufacturing operations, program financial management, and customer relationship management.
  • Experience managing program budgets, forecasts, staffing plans, risks, and contractual deliverables.
  • Proven ability to influence stakeholders and lead teams across multiple functions without direct authority.
  • Strong negotiation, communication, presentation, and executive briefing skills.
  • Proficiency with Microsoft Office Suite and experience utilizing ERP, project management, and business reporting systems.
  • Must be a U.S. Citizen.

 

Preferred Qualifications:

  • Master's degree (MBA, Engineering Management, Systems Engineering, or related field).
  • PMP Certification.
  • Experience supporting DoD, aerospace, defense manufacturing, sustainment, or government services programs.
  • Familiarity with FAR, DFARS, earned value concepts, contract management, and proposal development.
  • Active DoD Security Clearance or ability to obtain one.

 

Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer. 
  • Must be able to lift up to 15 pounds at times.
