Position Title: Turnover Operations Manager II

Position Location: Location varies by assignment. 75–100% travel across the U.S. unless assigned to an extended

project. Must be located near a major US airport.

JOB SUMMARY

The Turnover Operations Manager II (TOM II) serves as the Owner's Representative and operational readiness leader

for mission-critical data center projects, providing strategic oversight of turnover planning, operational integration,

and facility readiness from construction completion through operational acceptance. This position serves as the

critical interface between construction, commissioning, operations, and client organizations to ensure facilities are

transitioned safely, efficiently, and in accordance with owner requirements.


The TOM II leads turnover planning activities, coordinates multidisciplinary stakeholders, evaluates operational

risks, and drives resolution of issues that could impact facility startup or long-term operations. This role provides

leadership for turnover documentation, operational readiness assessments, warranty coordination, deficiency

management, and closeout activities while ensuring operational continuity throughout project delivery.

The TOM II independently performs most day-to-day responsibilities while exercising sound judgment and

technical leadership on projects of moderate to complex scope. This position leads project teams, coordinates

activities across multiple organizations, mentors junior personnel, and supports the continuous improvement of

DLB's operational readiness and turnover processes.


The TOM II will communicate and operate in line with organizational and client goals and values, as well as

departmental objectives.


ESSENTIAL FUNCTIONS:

  • Develop and execute operational readiness and turnover strategies supporting mission-critical facilities from construction completion through owner acceptance.
  • Coordinate turnover activities between construction, commissioning, operations, facility management, and owner organizations.
  • Lead operational readiness reviews to verify systems, documentation, personnel, and processes are prepared for facility occupancy and operation.
  • Evaluate operational risks associated with turnover activities and develop mitigation strategies.
  • Facilitate successful transition of facilities from project delivery teams to operations organizations.
  • Coordinate daily activities between construction teams, commissioning providers, operations personnel, owner representatives, contractors, equipment vendors, and other project stakeholders.
  • Ensure construction, commissioning, testing, and operational activities are effectively integrated and communicated.
  • Review work notifications, MOPs, SOPs, turnover plans, and operational procedures for completeness and operational impact.
  • Support integrated system testing, operational demonstrations, and owner acceptance activities.
  • Serve as the Owner's Representative during turnover and operational readiness activities.
  • Coordinate collaboration between critical facilities personnel, operations teams, construction managers, commissioning authorities, design professionals, contractors, vendors, and client representatives.
  • Lead turnover coordination meetings and communicate project status, risks, and readiness metrics to stakeholders.
  • Support operational onboarding activities and maturation of facility processes.
  • Monitor turnover quality and verify completion of construction, commissioning, and closeout requirements.
  • Identify, document, and track facility deficiencies, required repairs, warranty items, and corrective actions; coordinate with contractors, vendors, and stakeholders to support timely resolution and operational readiness prior to turnover.
  • Coordinate turnover and closeout activities, including review of warranty documentation, O&M manuals, as-built drawings, training records, deficiency logs, spare parts inventories, and other deliverables required to support ongoing facility operations.
  • Verify completion of punch list activities and support owner acceptance processes.
  • Monitor turnover documentation and ensure compliance with client and project requirements.
  • Prepare operational readiness reports, turnover dashboards, deficiency logs, and executive status updates.
  • Maintain accurate project documentation supporting turnover, warranty, and operational readiness activities.
  • Assist in developing lessons learned and continuous improvement initiatives.
  • Provide guidance and mentorship to junior turnover personnel and project teams.
  • Support development of turnover procedures, standards, and best practices.
  • Coordinate multiple priorities while supporting project schedules and operational objectives.
  • Completion of Assigned Tasks and Deliverables on Time and on Budget
  • Performs Other Related Duties as Assigned.


POSITION REQUIREMENTS (ADVANCED level for all the following)

  • Strong working knowledge of mission-critical data center infrastructure including electrical, mechanical, controls, and supporting building systems.
  • Knowledge of construction management, commissioning, turnover, operational readiness, and facility operations.
  • Knowledge of critical systems redundancy, reliability, maintainability, and operational risk management.
  • Knowledge of Method of Procedure (MOP), Standard Operating Procedure (SOP), Emergency Operating Procedure (EOP), work authorization, and work notification processes.
  • Knowledge of turnover documentation requirements including O&M manuals, warranty management, training documentation, and as-built records.
  • Strong understanding of health, safety, and environmental (HSE) policies, OSHA requirements, NFPA 70E, and LOTO procedures.
  • Skilled in stakeholder management and Owner's Representative responsibilities within mission-critical environments.
  • Skilled in coordinating multidisciplinary project teams and facilitating effective communication.
  • Skilled in identifying operational risks, evaluating deficiencies, and implementing corrective action plans.
  • Skilled in preparing executive reports, dashboards, and project documentation.
  • Skilled at using Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, Teams) and construction management platforms such as Procore, ACC/BIM 360, or equivalent.
  • Ability to work independently while managing multiple priorities in fast-paced operational environments.
  • Ability to analyze technical information and develop practical operational solutions.
  • Ability to mentor junior personnel and support organizational development.
  • Ability to leverage AI and emerging technologies to streamline workflows, optimize operational processes, and contribute to company-wide innovation.

  • Frequently required to remain in a stationary position.

  • Frequently operating computers, mobile devices, and communication equipment.
  • On occasion, the employee may move equipment weighing up to 50 pounds.


TRAVEL REQUIREMENTS

  • Assignment-based travel requirements may vary.
  • Must have a valid driver’s license and the ability to rent vehicles.
  • 75–100% travel across the U.S. unless assigned to an extended project (>6 months; typical assignments 9 months – 4 years).
  • Ability to relocate within 1 – 3 months if required (when 100% travel isn’t supported).
  • Effective May 7, 2025, and in accordance with U.S. federal regulations for domestic air travel, a valid REAL ID (or an acceptable alternative, such as a passport) is required for travel associated with this position.
  • Travel is defined as physically leaving home on behalf of business activities including but not limited to client sites, meetings with other employees, meetings for business development purposes, running errands on behalf of the business, attending industry conferences, etc.
  • Travel may involve transportation by car or plane depending on the destination and nature of the business
  • needs.


CERTIFICATIONS & SAFETY

  • OSHA 30-Hour Training for Construction and/or General Industry
  • NFPA 70E Training for Construction and/or General Industry
  • Ability to obtain client-required safety training and certifications
  • Strict adherence to HSE, LOTO, and client operational safety protocols


EDUCATION / EXPERIENCE

Bachelor’s degree in engineering, construction management, or related discipline.

OR

Two years of hands-on experience supporting construction, commissioning, facility operations, mission

critical infrastructure, or related technical systems.

PLUS

Minimum of eight years of additional related experience in mission-critical construction, commissioning,

facility operations, turnover management, owner representation, or operational readiness.
