Position Title: Turnover Operations Manager I

Position Location: Location varies by assignment. 75–100% travel across the U.S. unless assigned to an extended

project. Must be located near a major US airport.

JOB SUMMARY

The Turnover Operations Manager I (TOMI) serves as DLB Associates’ onsite Owner’s Representative supporting

clients during critical interim operations period at various data centers. Acting as the client’s eyes and ears in the

field, this position provides continuous oversight of live mission-critical operations while supporting coordination

between construction, commissioning, and operational stakeholders.


The TOMI serves as a key liaison between data center operations, site personnel, leadership, and various project

teams, helping ensure that all planned activities are executed safely, effectively, and without disruption to critical

operations. This role supports operational readiness, identifies risks, facilitates communication, and escalates issues

requiring management attention.


The TOMI works under general supervision while exercising sound judgment and applying established procedures

to support the safe integration of construction, commissioning, testing, and operational activities within a live data

center environment. This position reinforces DLB’s commitment to quality, safety, owner advocacy, and operational

The TOMI will communicate and operate in line with organizational and client goals and values, as well as

departmental objectives.


ESSENTIAL FUNCTIONS

  • Maintain onsite presence supporting assigned operational coverage requirements.
  • Monitor critical facility systems including electrical distribution, power infrastructure, cooling systems, environmental controls, and supporting building systems.
  • Observe and document abnormal operating conditions, potential risks, and concerns impacting live operations.
  • • Conduct routine field observations and maintain awareness of ongoing construction, commissioning, and operational activities.
  • Support operational continuity and readiness throughout project execution.
  • Coordinate daily activities between DLB teams, contractors, commissioning providers, client
  • representatives, and operational personnel.
  • Assist in ensuring planned construction, commissioning, testing, and maintenance activities are understood and communicated prior to execution.
  • Verify activities are performed in accordance with approved procedures and operational requirements.
  • Facilitate communication between field execution teams and operational stakeholders.
  • Support turnover and operational readiness efforts.
  • Review planned work activities and identify potential impacts to critical systems and operational continuity.
  • Support work notification, authorization, and change management processes.
  • Assist in identifying and communicating operational risks associated with planned activities.
  • Monitor field execution and report conditions requiring additional review or mitigation.
  • Escalate concerns when operational risks or procedural gaps are identified.
  • Support issue escalation processes in accordance with client protocols.
  • Communicate active issues, emerging risks, and field observations to project leadership.
  • Document incidents, concerns, and corrective actions in a timely manner.
  • Participate in daily coordination meetings and status reporting activities.
  • Support collaboration between operations teams, critical facilities personnel, owner representatives, construction and commissioning teams, general contractors, trade partners, equipment vendors, and other key stakeholders to ensure safe, reliable, and uninterrupted operation of mission-critical infrastructure during construction, testing, and turnover activities.
  • Coordinate turnover and closeout activities, including review of warranty documentation, O&M manuals, as-built drawings, training records, deficiency logs, and other deliverables required to support ongoing facility operations.
  • Assist in aligning project activities with operational requirements.
  • Participate in stakeholder meetings and coordination efforts.
  • Promote effective communication and teamwork across all project participants.
  • Monitor work activities for compliance with approved procedures, safety requirements, and client expectations.
  • Support implementation of DLB quality management principles and best practices.
  • Identify and report conditions that deviate from approved plans, operational requirements, or quality standards.
  • Identify, document, and track facility deficiencies, required repairs, warranty items, and corrective actions; coordinate with contractors, vendors, and stakeholders to support timely resolution and operational readiness prior to turnover.
  • Assist in documenting and tracking quality-related observations and concerns.
  • Completion of Assigned Tasks and Deliverables on Time and on Budget
  • Performs Other Related Duties as Assigned


POSITION REQUIREMENTS (INTERMEDIATE LEVEL FOR ALL THE FOLLOWING)

  • Working knowledge of mission-critical data center infrastructure, including electrical and mechanical
  • systems.
  • Knowledge of construction management, commissioning, turnover, and operational readiness processes.
  • Knowledge of redundancy concepts and critical system operations.
  • Knowledge of Method of Procedure (MOP) processes, work notifications, and operational risk controls.
  • Understanding of health, safety, and environmental (HSE) policies and procedures.
  • Skilled in identifying and communicating operational risks and concerns.
  • Skilled in stakeholder coordination and owner representation within mission-critical environments.
  • Skilled in verbal and written communication with technical and non-technical audiences.
  • Skilled in documenting field observations, issues, and corrective actions.
  • Skilled at using Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, and Teams).
  • Ability to work independently during assigned shifts while following established procedures.
  • Ability to manage multiple priorities and respond effectively to changing site conditions.
  • Ability to maintain professionalism while working in a fast-paced operational environment.
  • Ability to analyze information and make sound recommendations based on established practices. Act as the contractor and/or owner’s “eyes and ears” on site, ensuring all decisions and field activities align with the client’s Quality Control Specifications (CSPEC) and programmatic expectations.

  • Frequently required to remain in a stationary position.
  • Frequently moving through active data center and construction environments.
  • Frequently navigating equipment rooms, mechanical spaces, and electrical areas.
  • Frequently required to access various areas of the facility, including stairs and elevated platforms.
  • Frequently operating computers, mobile devices, and communication equipment.
  • On occasion, the employee may move equipment weighing up to 50 pounds.


TRAVEL REQUIREMENTS

  • Assignment-based travel requirements may vary.
  • Must have a valid driver’s license and the ability to rent vehicles.
  • 75–100% travel across the U.S. unless assigned to an extended project (>6 months; typical assignments 9 months – 4 years).
  • Ability to relocate within 1 – 3 months if required (when 100% travel isn’t supported).
  • Effective May 7, 2025, and in accordance with U.S. federal regulations for domestic air travel, a valid REAL ID (or an acceptable alternative, such as a passport) is required for travel associated with this position.
  • Travel is defined as physically leaving home on behalf of business activities including but not limited to client sites, meetings with other employees, meetings for business development purposes, running errands on behalf of the business, attending industry conferences, etc.
  • Travel may involve transportation by car or plane depending on the destination and nature of the business needs.


CERTIFICATIONS & SAFETY

  • OSHA 30-Hour Training for Construction and/or General Industry
  • NFPA 70E Training for Construction and/or General Industry
  • Ability to obtain client-required safety training and certifications
  • Strict adherence to HSE, LOTO, and client operational safety protocols


EDUCATION / EXPERIENCE

• Bachelor’s degree in engineering, construction management, or related discipline.

OR

• Two years of hands‑on install/testing/validation/troubleshooting of mechanical, controls, and/or electrical

infrastructure.

PLUS

• Minimum of five years of additional related experience in data center construction, commissioning, facilities

operations, owner representation, or mission-critical project delivery.
