Holly is the HR platform built for city and county government. We help local governments modernize how they hire, classify, and manage their workforce—work that directly shapes public services for millions of people.

Our platform is live across 8 states with 35+ jurisdictions representing nearly 5% of the US population, including major counties like Santa Clara, Contra Costa, Orange County, and Snohomish. Demand is outpacing our team, and we’re building to meet it.


We're a 15-person team with deep roots in public service, civic/govtech, and AI, backed by $2.2M from leading investors including J2 Ventures, Roble Ventures, and Gaingels. We build for the people we serve, centering public servants and impact in every decision, and we bring that same care to how we work.

About the Opportunity

  • We're at an inflection point. With a rapidly growing pipeline, our next strategic challenge isn't just winning new clients - it’s decoding the formula that makes them stay and scale.
  • We're looking for a detail-oriented, self-directed intern to help build Holly Learning, our structured educational experience for government HR clients.
  • This is the kind of role where your work isn't just busywork. The content you create and the systems you configure will be the primary way our clients learn to use Holly.
  • You will be tasked with answering the question: how can we develop a scalable, low-touch client education model that supports our 35 jurisdictions today and 100 by the end of the year?

What You'll Do

  • Map how content strategy connects to client confidence. This means auditing what's already there, identifying gaps, and producing new how-to articles and short videos that give clients a comprehensive, self-serve resource for every major Holly workflow — not just the happy path, but the edge cases, too. By the end of this phase, a client should be able to leverage our help platform to answer almost any product question on their own, without reaching out to the Holly team.
  • Build Holly Learning: a structured, outcome-based course experience that takes clients from new users to confident practitioners. This means configuring learning pathways in our LMS around client goals — not just features — to make the experience feel guided and purposeful. The goal is for a client to finish a pathway and feel genuinely equipped to own that workflow at their agency.
  • Bring clients together around shared learning. Think webinars, group sessions, or other mechanisms that create continuity beyond self-serve content. You'll also think through how Holly Learning connects to our client support infrastructure: how do the right articles get in front of the right clients at the right moment, and what are the easiest ways to surface and distribute content so it's actually used?

Who You Are

  • A Systems Thinker. You enjoy opening a new piece of software and figuring out all the hidden settings. You have a knack for picking up new tools quickly, and leveraging AI and other technology to accelerate and amplify the impact of your work.
  • A Clear Communicator: You can take a complex workflow and explain it simply - in writing, in a tutorial video, or in a structured course module.
  • Detail-Obsessed. In local government, precision matters. You notice the broken link or the misspelled header that everyone else missed.
  • A Self-Starter. You're comfortable working independently between check-ins and don't need to be micromanaged to make progress.

The work you do this summer will directly shape how Holly trains and grows its user base.

Logistics

  • Location: Prefer candidates who can join us in our New York City office for in-person collaboration!
  • Duration: ~2 months, with flexibility on total hours.
