About the role

Imagineeer is seeking an experienced Oracle DBA/Developer to join our team supporting the Department of Health and Human Services (HHS) Human Resources Information Technology (HRIT) contract. In this role, you will help modernize how HHS receives, processes, and uses critical HR and payroll data by consolidating and standardizing key federal data file exchanges, building reliable Oracle-based intake and processing workflows, and analyzing a large enterprise HR data environment to document how its tables, reports, and downstream data exchanges are used across the Department. This is a hands-on technical role for someone who enjoys bringing structure and clarity to complex data systems and who can work effectively with both technical teams and government stakeholders.

Key Responsibilities: 

•  Support consolidation of CIDB files, including obtaining the CIDB Full file from Office of Personnel Management (OPM) and generating the CIDB Abbreviated file internally to eliminate reliance on externally supplied abbreviated extracts.
• Standardize the intake, format, and processing of the Admin (SAC Codes) file received from OPM.
•   Standardize the intake, format, and processing of the Paytran file, including developing a file format specification to share with OPM and establishing receipt of the file from OPM
• Analyze the technical usage of the Enterprise Human Capital Management (EHCM) data dump, including reviewing 100+ data tables to determine purpose and usage, identifying derived files, associated reports, and data exchanges with HHS Operating Divisions (OPDIVs) that rely on the data dump.
• Design, develop, and maintain PL/SQL packages, procedures, and ETL processes to ingest, validate, and transform incoming data files.
•   Perform Oracle database administration tasks, including performance tuning, schema management, backup and recovery, and security configuration.
• Produce technical documentation, including data dictionaries, data lineage, file format specifications, and standard operating procedures. 

Qualifications and Skills: 

•   Bachelor's degree in Computer Science, Computer Information Systems, Information Technology, or a related field.
•   6+ years of experience as an Oracle DBA and/or Oracle Developer
•   Advanced proficiency in SQL and PL/SQL, including stored procedures, complex queries, and performance tuning
•   Experience building ETL processes for flat-file ingestion (fixed-width and delimited) using SQL*Loader, external tables, or equivalent tools
•   Experience developing file format specifications or interface control documents for external data exchanges
• Experience standardizing and consolidating data file processes
•   Experience working with OPM file exchanges
•   Ability to analyze large, complex data sets to determine purpose, usage, and downstream dependencies
•   Strong written and verbal communication skills

Desired Skills and Competencies:

•   Familiarity with Oracle HCM / EHCM data structures
•   Experience with federal HR and payroll data, such as EHRI, personnel and payroll transaction data, or the OPM Guide to Data Standards
• Prior experience supporting HHS or other federal civilian agencies
•   Oracle Certified Professional (OCP) certification
•   Scripting experience (Python, Shell) to automate file processing
