Peregrine Solutions, Inc.

Construction Manager

About the role

Peregrine Solutions is seeking an experienced Construction Manager to serve as Owner's Representative on a large-scale, active secure campus program. This role is heavily focused on change order management and cost controls — you will be the Owner's frontline defense against unwarranted cost growth and the primary coordinator for pay application review. You bring a multi-discipline background and the credibility to evaluate PCOs across architectural, MEP, structural, and general construction scopes. You are as comfortable walking an active construction site as you are reviewing contract language and cost documentation at a desk.

Location: Maryland (Secure Campus)

Employment Type: Full-Time | Project-Based

Key Responsibilities

Potential Change Order (PCO) Management

  • Receive, log, and distribute incoming PCOs to the appropriate design and owner stakeholders upon receipt
  • Review each PCO against the contract documents to evaluate entitlement, researching the originating RFIs, directives, field conditions, or design changes that prompted the request
  • Analyze the basis of each PCO across multiple disciplines including MEP systems, architectural elements, structural components, and general construction scopes
  • Prepare written evaluations documenting your findings, the contractual basis for or against entitlement, and a clear recommendation to the Owner
  • Maintain a comprehensive PCO tracking log; monitor status, aging, and resolution of all open and pending change events
  • Coordinate the Owner's review and response process with the design team and other stakeholders; ensure timely disposition of all PCOs

Pay Application Review & Tracking

  • Receive, log, and distribute contractor pay applications to all applicable disciplines for review and comment
  • Verify that invoiced amounts are consistent with actual progress observed in the field and align with the approved schedule of values
  • Review cost line items for allowability, proper calculation, and compliance with contract requirements
  • Coordinate the multi-discipline review, commenting, and approval process; consolidate feedback and facilitate resolution of discrepancies with the contractor
  • Track all payments, retainage, stored materials, and payment history; maintain an accurate running record of contract financial status
  • Advise the Owner on payment recommendations, flagging any inconsistencies or concerns prior to approval

Site Presence & Field Oversight

  • Conduct regular site walks across all active construction areas to maintain current knowledge of progress, sequencing, and field conditions
  • Develop and maintain working familiarity with ongoing construction activities, installed systems, and building elements to inform PCO and pay application evaluations
  • During site walks observe and communicate quality and safety conditions in the field; communicate deficiencies to the appropriate parties.
  • Use field knowledge to ground-truth contractor claims — understanding what is actually happening in the field is essential to accurate change order evaluation

Program Coordination & Reporting

  • Maintain and update the program change order log and pay application tracker; provide regular status reports to the Owner
  • Participate in progress meetings, change management meetings, and pay application reviews; document discussions and action items
  • Communicate proactively with the Owner on cost trends, entitlement risks, and emerging change events before they escalate
  • Coordinate document management through PMIS to ensure all PCOs, pay applications, supporting documentation, and correspondence are properly filed and accessible

What You Bring

  • Bachelor's degree in Engineering (Civil, Structural, Mechanical, or Electrical), Architecture, or Construction Management required
  • 5+ years of construction experience with demonstrated expertise in change order analysis, cost controls, and pay application review on complex projects
  • Multi-discipline background strongly preferred — candidates with experience spanning MEP systems, architectural work, and general construction will stand out
  • Strong working knowledge of construction contracts and the ability to evaluate entitlement based on contract language, RFIs, directives, and field conditions
  • Experience reviewing and analyzing contractor cost proposals, invoices, and schedule of values for accuracy and compliance
  • Comfortable in an active construction environment regular site walks are a core part of this role
  • Proficiency with PMIS platforms for document control and reporting
  • Experience on federal, DoD, or secure facility projects preferred
  • Active security clearance or ability to obtain one required
  • CCM certification, OSHA 30, and/or PE/RA licensure a plus

*** Relocation assistance and per diem are not available for this position. Local candidates are strongly preferred.
