Affordable Housing Compliance Specialist (HUD & LIHTC)

  • Remote - Texas Residents Only
  • Location: Texas (Remote with Travel as Needed)
  • Applicants must currently reside in Texas. This position supports affordable housing communities located in Texas and Florida and requires occasional travel.

Position Overview:


Rainey Property Management is seeking an experienced Affordable Housing Compliance Specialist to support a portfolio of affordable housing communities across Texas and Florida. This position plays a critical role in ensuring compliance with HUD Section 8, Project-Based Section 8 (PBRA/PBV), and Low-Income Housing Tax Credit (LIHTC) program requirements.

This is a specialized affordable housing compliance position. Candidates must have direct, hands-on experience administering HUD and/or LIHTC affordable housing programs. Experience in corporate, healthcare, banking, IT, cybersecurity, legal, regulatory, or other non-housing compliance fields does not meet the requirements of this role.

The ideal candidate has strong knowledge of affordable housing regulations, experience supporting audits and management reviews, and the ability to provide guidance and training to onsite teams.

 

Key Responsibilities

  • Ensure compliance with:
    • HUD Section 8
    • Project-Based Section 8 (PBRA/PBV)
    • Low-Income Housing Tax Credit (LIHTC)
  • Review and approve:
    • Initial, annual, and interim income certifications
    • Verifications of income and assets
    • Rent calculations, HAP rents, and utility allowances
  • Monitor adherence to:
    • HUD Handbook 4350.3 and related guidance
    • IRS Section 42 requirements
    • State agency compliance requirements for:
      • Texas Department of Housing and Community Affairs (TDHCA)
      • Florida Housing Finance Corporation (FHFC)
  • Support and coordinate:
    • HUD MORs and follow-up responses
    • State agency compliance reviews and file audits
    • Investor, syndicator, and lender audits
  • Conduct internal file audits and identify compliance risks
  • Track recertification deadlines, unit set-asides, income targeting, and rent limits
  • Prepare corrective action plans and ensure timely resolution of findings
  • Provide compliance guidance and training to site-level staff
  • Maintain accurate, audit-ready documentation in property management and compliance systems
  • Stay current on regulatory changes impacting HUD and LIHTC programs in Texas and Florida

 

Required Qualifications

  • Minimum 3–5 years of affordable housing compliance experience
  • Demonstrated experience with:
    • HUD Section 8
    • Project-Based Section 8 (PBRA and/or PBV)
    • LIHTC compliance
  • Working knowledge of:
    • HUD Handbook 4350.3
    • IRS Section 42 regulations
    • TDHCA and FHFC compliance monitoring requirements
  • Experience supporting MORs and state agency audits
  • Ability to independently review tenant files and income calculations
  • Strong organizational, analytical, and time-management skills
  • Proficiency in Microsoft Office (Excel, Word, Outlook)

 

Preferred Qualifications

  • BOS, TCS, COS, or similar affordable housing certifications
  • Experience with mixed-finance properties (LIHTC + HUD layered financing)
  • Familiarity with compliance and property management software (ResMan, Yardi, OneSite, etc.)
  • Experience working with multi-state portfolios
  • Ability to travel periodically within Texas and Florida, as needed
