Following successful expansion into the Utah market in 2017, the organization reached a pivotal milestone in 2024 with the acquisition of PipeView Services. Overview

This is a high-impact leadership role designed for a professional who thrives at the intersection of aggressive market development and disciplined operational execution. We are seeking a leader to spearhead our Southern California Hydrovac division, transforming it from a subcontracted model into a premier, self-performing, and scalable operation.

The ideal candidate possesses deep "soft-dig" and Vactor truck expertise and the commercial acumen to secure long-term contracts with Tier-1 contractors, municipalities, and utility providers. You will serve as the local Integrator, responsible for building a high-utilization fleet, a strong regional brand, and a safety-first culture.


Essential Job Functions

Market Expansion & Revenue Growth

  • Sector Growth: Identify and secure service agreements specifically within the potholing, underground utility, and municipal stormwater maintenance sectors.
  • Strategic Partnerships: Build and maintain high-level relationships with civil engineering firms, property managers, and municipal public works departments.
  • Active Business Development: Drive growth through direct field engagement and in-person "drop-ins" to generate immediate opportunities and maintain a dominant market presence.
  • Estimating & Bidding: Lead the development of profitable bids for hydro-excavation and stormwater maintenance projects, ensuring technical accuracy and competitive positioning.
  • Education-Based Selling: Conduct service education and "lunch-and-learn" sessions for clients to showcase the safety and efficiency of hydro-excavation over traditional methods.

Operational Excellence & Safety

  • Self-Performance Transition: Lead the evolution of the division into a self-performing unit with high-quality, company-owned assets and crews.
  • Field Leadership: Oversee daily dispatch, scheduling, and field execution for Vactor and hydrovac operations to ensure 100% on-time delivery.
  • Regulatory Compliance: Maintain rigorous adherence to OSHA, DOT, 811, and CARB regulations, alongside California-specific environmental and disposal standards.
  • Safety Culture: Enforce a zero-incident safety environment through consistent field audits and advanced crew training.

Team Leadership & Fleet Management

  • Talent Development: Recruit, train, and mentor a high-performing team of operators and technicians, ensuring the "right people are in the right seats."
  • Fleet Optimization: Maximize fleet utilization (85%+) through proactive scheduling and a robust preventative maintenance program to minimize downtime.
  • Accountability: Foster a culture of high performance where safety, documentation accuracy (CRM), and customer service are the primary benchmarks.

Education & Experience

  • Industry Expertise: 5+ years of experience specifically in Hydrovac, Vactor truck operations, potholing, or underground utility maintenance.
  • Leadership Track Record: 3+ years in a management role with P&L responsibility and experience scaling a business unit.
  • Sales Acumen: Proven ability to hunt for new business and grow a customer base within the heavy civil or industrial service sectors.
  • Technical Proficiency: Mastery of hydro-excavation systems, vacuum truck mechanics, and subsurface utility engineering (SUE) methods.
  • Licensing: Valid Class A or B CDL required (Tanker endorsement preferred).
  • Market Knowledge: Deep understanding of California labor laws and environmental regulations.

Performance Metrics

  • Revenue Growth: Achievement of aggressive new account acquisition and contract expansion targets.
  • Efficiency: Maintaining a fleet utilization rate of 85% or higher.
  • Safety: Sustaining an Experience Modification Rate (EMR) significantly below the industry average.
  • Scalability: Successful transition of the division into a self-sustaining, profitable operational unit.
