REQUEST FOR PROPOSALS (RFP): Electrical Service Installation

Camp Kilohana – Girl Scouts of Hawaiʻi

Mile Marker 44, Old Saddle Road


1. Project Overview

Girl Scouts of Hawaiʻi is soliciting bids from licensed electrical contractors to furnish labor,

materials, equipment, and supervision necessary to install a new 120/240V, 1-phase, 3-wire

electrical service at Camp Kilohana in accordance with the stamped electrical drawings

prepared by NOLA Engineering, LLC dated 02/27/26.


2. Scope of Work

A. Utility Service Installation

• Install new 120/240V, 1-phase, 3-wire service

• Install Class 100, 4-jaw meter socket with test bypass (HECO Standard B-5, Rate G)

• Install 100A, 2-pole service disconnect

• Mount service equipment on existing pole if feasible, otherwise install galvanized pole per

detail

• Coordinate with Hawaiian Electric for service connection and inspection

B. Conduit & Feeder Installation

• Install underground conduit runs as indicated (2” conduit typical; 4” where noted)

• Install copper conductors per plans (including #2 CU service entrance conductors and

feeders as indicated)

• Provide sand bedding and duct detail per drawings

• Locate hand holes as necessary

• Maintain minimum burial depths (18” typical unless otherwise noted)

C. Generator & Transfer Equipment

• Install 100A ATS (open transition only; no paralleling capability)

• Connect existing 16kVA generator

• Provide required grounding and bonding (system bonding jumper at service only)

D. Panel Connections

• Connect to Panel A (Baldwin Lodge – 24 circuit, 125A bus)

• Connect to Panel B (Pohaku Lodge – 4 circuit, 100A bus)

• Connect to Panel DP (125A bus at Generator Building)

• Install disconnects as indicated

• Verify existing feeder conditions (noted as “assumed” on drawings)

E. Grounding & Bonding

• Install grounding electrodes at service equipment, Baldwin Lodge, Pohaku Lodge, and

Generator Building

• Grounding conductors per plan specifications

F. Site Restoration

• Backfill and compact trenches

• Restore disturbed areas to pre-construction condition


3. Contractor Requirements

• Valid Hawaiʻi C-13 Electrical Contractor license

• Pull all required permits

• Coordinate inspections with Hawaiʻi County and Hawaiian Electric

• Comply with NEC (2018 or current adopted code)

• Provide proof of insurance (General Liability $1M minimum and Workers’ Compensation)

• Name Girl Scouts of Hawaiʻi as Additional Insured


4. Site Visit

A site visit can be scheduled prior to bid submission. Contractors are responsible for

verifying field conditions, distances, and existing equipment prior to pricing.


5. Bid Submission Requirements

Please provide the following:

1. Lump sum price

2. Breakdown of labor, materials, equipment, and permit costs

3. Project schedule (estimated duration from Notice to Proceed)

4. Confirmation of inclusion of utility coordination

5. List of exclusions (if any)


6. Alternates (Optional Pricing)

• Alternate service equipment mounting location (if existing pole cannot be used)

• Replacement of any existing feeders found to be undersized or deteriorated

• Trenching by others vs. by contractor (if applicable)
