Position Overview: We are seeking a highly organized and execution driven Delivery Operations Manager to support large scale infrastructure programs expanding nationwide. This role is responsible for orchestrating complex, multidisciplinary construction and technology deployment programs. The Program Manager provides program level leadership, cross functional coordination, and structured oversight across engineering, construction partners, internal stakeholders, and third-party vendors.
In addition to leading active programs, this role will play a key role in developing, maturing, and standardizing our Project Management Office (PMO) by contributing to consistent program methodologies, documentation standards, workflows, and reporting structures.
Key Responsibilities:
Program Leadership & Governance:
• Drive the overarching program strategy for large scale network deployment and core production environment initiatives.
• Maintain program frameworks, schedules, communication cadences, and governance structures.
• Facilitate alignment across engineering, construction, operations, and client teams
• Support the development of PMO standards by helping define best practice frameworks, templates, communication models, and cross project governance approaches.
• Identify gaps in current program delivery processes and assist in implementing scalable, repeatable PMO practices.
Cross-Functional Coordination
• Serve as the central coordination hub between engineering teams, field deployment staff, construction managers, GC/JV partners, and external vendors.
• Lead recurring program syncs, issue alignment meetings, risk huddles, and executive updates.
• Work with internal groups to ensure program readiness and cross team cohesion.
• Help refine PMO coordination practices by standardizing how cross functional information is captured, tracked, and communicated.
Infrastructure & Network Deployment Support
• Guide planning and execution for network, wireless, cybersecurity, and special systems deployments on major construction programs.
• Support engineering teams in organizing technical workstreams, milestones, dependencies, submittals, and commissioning tasks.
• Assist in coordinating documentation flow, QA/QC confirmations, technical validations, and owner/GC handover requirements.
• Provide input into PMO deployment playbooks, ensuring lessons learned shape future standards.
Construction Program Integration
• Partner with construction leadership to ensure technology systems align with the program’s phasing, logistics, build out milestones, and sequencing requirements.
• Review program schedules, flag risks, and identify opportunities to accelerate or safeguard timelines.
• Collaborate with PMO leadership to standardize integration workflows.
Risk, Issue & Change Management
• Monitor program wide progress and proactively surface risks, blockers, and deviations from plan.
• Maintain structured logs for risks, issues, changes, decisions, and interdependencies.
• Assist the PMO in developing uniform risk management and change control processes.
Stakeholder Communication & Reporting
• Prepare program dashboards, status reports, executive briefings, and communications.
• Ensure all parties receive timely, accurate, and actionable information.
• Help define PMO reporting standards for consistency across programs.
Required Qualifications:
• 5+ years of experience in program delivery or infrastructure related oversight.
• Experience supporting complex construction programs, technology deployments, or network/special systems installations.
• Knowledge of networking technologies, wireless systems, cabling infrastructure, and commissioning workflows.
• Strong coordination, communication, and relationship building skills.
• Analytical mindset with ability to synthesize technical and program information.
• Experience contributing to PMO process development (preferred).
Preferred Experience:
• Experience with government/regulated environments such as (airports, utilities, transportation, healthcare campuses, data centers, etc.).
• Background working with general contractors, joint ventures, or owner rep structures.
• Exposure to commissioning, QA/QC, warranty, and turnover processes.
• Formal PMO or project methodology experience (PMP/PgMP is a plus).
