Senior Operations Planning Manager

About Hunter Strategy

Hunter Strategy has a unique philosophy to technical project delivery. We treat all our customers like mission partners because they rely on our team to meet their objectives through complex software engineering, cloud operations, and cyber risk management solutions. Hunter Strategy was founded on the premise that IT is 21st century infrastructure - critically important but only instrumentally valuable. Accordingly, our teams look at problems with a single objective: the identification and enablement of the right capability to address the most vexing problems our Mission Partners face. We continue to support our partners' success by leveraging the right technology, with the right plan, and the right team to address tomorrow's challenges today.

Hunter Strategy is seeking a Senior Operations Planning Manager to lead hands-on operational planning execution for the Defense Information Systems Agency (DISA) J-3/5/7 Directorate. This role requires a seasoned planner who can directly execute complex planning deliverables while providing leadership and mentorship to operational planning team members.

What You'll Do:

  • Execute Joint Planning Process (JPP) across multiple concurrent Joint Planning Groups (JPGs) - hands-on campaign planning, COA development, and order writing required
  • Lead development of cyberspace operational plans, Planning Reports, Information Papers, COA documents, and campaign plans for DoD cyberspace operations
  • Provide direct planning support during crisis action planning scenarios using modified JPP in time-constrained environments
  • Mentor and guide operational planning team members through complex planning cycles
  • Coordinate planning efforts with USCYBERCOM, JFHQ-DODIN, Combatant Commands, and DoD agencies
  • Execute cyber campaign planning for DODIN protection, DCO/CSSP operations, and C4 resiliency efforts
  • Deliver executive-ready briefings to DISA leadership and Operations Approval Boards

Required Qualifications:

  • 8+ years operational planning experience with demonstrated hands-on execution of Joint Planning Process
  • Proven track record personally developing campaign plans, COAs, and operational orders (not just oversight)
  • 2+ years experience leading or mentoring planning teams in operational environments
  • Bachelor's degree in Engineering, Computer Science, or related field
  • Active security clearance required
  • Immediate availability

Ideal Candidate Profile:

  • Direct experience executing all phases of JPP from mission analysis through plan assessment
  • Background with USCYBERCOM, NSA, DISA, Combatant Command, or Service Cyber Component planning shops
  • Familiarity with latest Joint Publication 5-0 Joint Planning a plus
  • Comfortable working in JWICS, SIPRNet, and NIPRNet environments
  • Can operate independently and build relationships in high-tempo, evolving mission environments
