Position Summary

The Project Execution Manager leads the Engineering Change Proposal (ECP) process, managing approximately 800 ECPs annually that specify changes to existing IT infrastructure and network architecture. This role oversees the full lifecycle of network engineering projects from requirements gathering through implementation and closeout.

Key Responsibilities

  • Manage the complete ECP lifecycle: development, execution, and closeout
  • Develop Project Management Plans (PMP), Integrated Master Schedules (IMS), and Work Breakdown Structures (WBS)
  • Oversee approximately 800 ECPs annually including Small, Medium, Large, and Complex projects
  • Coordinate with customer account managers to capture and validate requirements
  • Monitor and control project budgets and schedules
  • Ensure turnkey delivery of specification-compliant, full mission-capable solutions
  • Manage expedited ECP delivery (72-hour turnaround) when required
  • Conduct Quality Assurance inspections and manage delivery acceptance process

Required Qualifications

  • Bachelor's Degree in information systems, computer sciences, business management, or related field
  • Master's Degree (preferred)
  • 5+ years as a Lead Project Manager
  • 5+ years in DoD IT environment
  • Project Management Professional (PMP) Certification

Demonstrated Experience Requirements:

  • Demonstrated experience with business cases and risk management processes
  • Proven self-management and team-management skills
  • Demonstrated experience monitoring and controlling project budgets
  • Demonstrated managerial, leadership, and communication skills
