Oversight & Compliance Analyst - SME
About the role
The Secretariat for Special Operations (SSO), through its Sensitive Activities and Special Programs (SASP) directorate, oversees the preponderance of the Special Operations Forces (SOF) community’s SA and SP portfolios. Its core mission is to ensure operational integrity, security, and strategic alignment, coordinating closely with the Intelligence Community and interagency partners to manage compartmented equities while driving governance, accountability, and mission assurance across the United States Special Operations Command (USSOCOM) enterprise.
This position is a critical, high-demand, and low-density role serving as a Senior Oversight & Compliance Analyst within the directorate's Oversight & Compliance Cell (OCC). The analyst is a foundational subject matter expert directly charged with executing the strategic objectives outlined in the FY26 SSO Strategy Implementation Plan (SIP). This individual ensures the lawful and effective oversight of the nation's most sensitive activities and is responsible for driving the modernization of the oversight framework itself. This role demands immense, specialized experience, typically gained through a distinguished career in the military or intelligence community. The analyst provides mission-critical support to the Chief of the OCC and the Deputy Director, SASP, acting as a strategic advisor on all matters of compliance, incident response, policy, and risk management to guarantee the integrity and operational viability of Department of War (DoW) special operations.
What you'll do
- Oversight & Compliance: Lead and support Inspector General (IG)-style inspections, audits, evaluations, and investigations across the Special Operations Forces (SOF) enterprise, ensuring compliance with applicable Department of Defense (DoD) and Intelligence Community (IC) policies and directives.
- Incident Response & Reporting: Serve as a primary action officer for Commander's Critical Information Requirements (CCIRs), including incident analysis, triage, escalation, adjudication tracking, and coordination with USSOCOM, the Joint Staff, and SOF components.
- Congressional Notifications: Initiate and draft formal congressional notifications within 48 hours of a Secretary-level determination of a sensitive activity compromise or failure, in accordance with applicable National Defense Authorization Act (NDAA) requirements.
- Inspection & Audit Management: Plan, coordinate, and execute oversight inspections, compliance reviews, and investigations. Manage inspection schedules, documentation, evidence collection, reporting requirements, and corrective action tracking.
- Corrective Action & Risk Management: Monitor and validate corrective actions, identify systemic compliance deficiencies, maintain risk registers, and develop recommendations to mitigate operational and organizational vulnerabilities.
- Senior Leadership Reporting: Prepare and deliver executive-level briefings, inspection reports, compliance assessments, policy memoranda, and strategic recommendations to senior government leadership, including the Chief of the OCC, Deputy Director of SASP, and ASW(SO/LIC).
- Compliance Analysis & Performance Metrics: Analyze incident trends, inspection findings, and enterprise-wide compliance data. Develop key performance indicators (KPIs), dashboards, and reporting tools to assess oversight effectiveness, identify emerging risks, and support leadership decision-making.
- Governance & Policy Development: Lead the review, development, and modernization of Sensitive Activities and Special Programs (SASP) governance policies, procedures, and oversight frameworks in alignment with the SSO Strategy Implementation Plan (SIP).
- Regulatory & Policy Alignment: Conduct policy reviews and compliance assessments against applicable legal and regulatory authorities, including Title 10, DoDD 5111.10, EO 13526, and relevant DoD and IC oversight directives.
- Oversight Modernization: Support modernization initiatives, including digital compliance tracking systems, real-time reporting dashboards, predictive risk analytics, and standardized inspection and evaluation processes.
- Interagency Coordination: Collaborate with USSOCOM, SOF components, the Intelligence Community, and interagency stakeholders to resolve compliance issues, coordinate sensitive activity oversight, and improve cross-organizational reporting procedures.
- Program Development & Process Improvement: Support the continued development and refinement of the Oversight & Compliance Cell (OCC), establishing sustainable processes, improving operational efficiency, and strengthening enterprise-wide accountability and mission assurance.
