Job Title: Construction Manager – Turnkey Chiller Plant Installation

Location: Central Texas
Project Type: Turnkey Design, Procurement, Construction & Commissioning
Plant Capacity: Two (2) × 21,000-ton Central Utility Chiller Plants




Position Summary

The Construction Manager is responsible for the safe, efficient, and high-quality execution of construction activities for the turnkey installation of two fully operational 21,000-ton chiller plants. This role oversees field construction from mobilization through commissioning support, ensuring all work meets contract requirements, project schedules, applicable codes, safety standards, and performance objectives. The Construction Manager serves as the primary on-site authority coordinating subcontractors, suppliers, inspectors, and internal project teams to deliver a reliable, energy-efficient, and code-compliant facility suitable for Central Texas climate conditions.




Key Responsibilities

Construction Execution & Field Management

  • Plan, manage, and oversee all on-site construction activities for mechanical, electrical, civil, structural, controls, and piping systems.
  • Execute the project in accordance with turnkey contract documents, approved drawings, specifications, and construction schedules.
  • Coordinate daily construction activities to ensure proper sequencing, constructability, and efficient use of labor and equipment.
  • Maintain continuous alignment between construction activities, procurement schedules, and design deliverables.

 

Schedule & Cost Control

  • Support development and maintenance of the detailed construction schedule in coordination with the Project Manager.
  • Monitor progress against milestones and proactively identify schedule risks or conflicts.
  • Implement recovery plans as required to mitigate delays and maintain critical path.
  • Track construction labor, subcontractor performance, and field costs to support budget adherence.

Safety Management

  • Enforce project-specific Health, Safety, and Environmental (HSE) plans.
  • Ensure full compliance with OSHA, local, and site-specific safety requirements.
  • Lead safety meetings, toolbox talks, and incident investigations.
  • Promote a zero-incident safety culture across all subcontractors and site personnel.

Quality Control & Compliance

  • Ensure all construction work meets project quality standards, manufacturer requirements, and applicable codes (IBC, NEC, ASME, ASHRAE, local AHJ).
  • Coordinate inspections, testing, and quality verification activities.
  • Work closely with QA/QC personnel to resolve deficiencies and ensure proper documentation.
  • Verify proper installation of critical systems including chillers, cooling towers, pumps, piping, electrical distribution, and control systems.

Subcontractor & Vendor Coordination

  • Manage subcontractors and field crews, including daily coordination, performance monitoring, and issue resolution.
  • Coordinate delivery, staging, and installation of major equipment and materials.
  • Ensure subcontractors comply with project safety, quality, and schedule requirements.

Commissioning & Turnover Support

  • Support pre-functional testing, system startup, and commissioning activities.
  • Coordinate construction completion activities to support integrated systems testing.
  • Ensure proper completion of punch lists and readiness for substantial completion.
  • Support owner training, O&M documentation turnover, and final acceptance.

Stakeholder Communication

  • Serve as the primary construction point of contact with the Owner’s representatives, inspectors, and AHJs.
  • Provide regular field reports on progress, safety, quality, and key issues.
  • Participate in project coordination meetings and executive reviews as required.




Required Qualifications

  • Bachelor’s degree in Construction Management, Mechanical Engineering, Civil Engineering, or related field (or equivalent experience).
  • Minimum 10–15 years of construction management experience, including large-scale mechanical or industrial facilities.
  • Demonstrated experience delivering central utility plants, chiller plants, or large HVAC infrastructure projects.
  • Strong knowledge of:
    • Large-tonnage chiller systems
    • Cooling towers, pumps, piping, and thermal systems
    • Electrical distribution and controls integration
  • Proven experience managing turnkey or EPC projects.
  • Strong understanding of construction safety standards and regulatory compliance.
  • Ability to manage multiple subcontractors and complex site logistics.




Preferred Qualifications

  • Experience with high-capacity chiller plants (10,000+ tons).
  • Familiarity with Central Texas climate considerations and local permitting requirements.
  • Experience with commissioning and startup of mission-critical cooling systems.
  • OSHA 30 certification (or equivalent).
  • Proficiency with construction management software (Primavera P6, Procore, MS Project).
