Position Overview
The Subject Matter Expert II (SME II) will provide part time/on-call Drinking Water System Operator (DWSO) services to the U.S. Department of the Interior (DOI), Bureau of Indian Affairs (BIA), Northern Idaho Agency (NIA). The NIA operates, maintains, and monitors a very small community water system (less than 500 users) in Lapwai, Idaho. The DWSO ensures compliance with federal and state regulations and the safe distribution of water to the NIA Community Water System customers.
Key Responsibilities
- Operate, maintain, and monitor the NIA Community Water System in Lapwai, Idaho.
- Ensure compliance with all federal and state regulations, including EPA Code of Federal Regulations Part 141, 816-R-00-0010 Public Notification Handbook, and 58.01.08-Idaho Rules for Public Drinking Water Systems.
- Perform mandatory water testing, sampling, and reporting as required by federal and state guidelines.
- Maintain safe, potable water distribution and respond to emergencies affecting the BIA drinking water system.
- Prepare and submit detailed reports of all site visits, including Date/time, Location, Summary of inspection activities, Non-compliance issues and recommendations, Annotated photologs, Coordination with NIA staff, Submission of site visit reports to BIA within 48 hours of completion.
- Conduct system checks, data collection, sampling, and monitoring.
- Perform water quality sampling and reporting.
- Maintain and troubleshoot equipment. Keep records and report to regulatory agencies.
- Provide services to upgrade, maintain, or repair the BIA treatment and distribution system (on a cost-reimbursable basis with receipts).
- Be available for 24/7 call-outs and emergency response as needed.
Minimum Qualifications
- Valid Idaho Drinking Water System Operator license (proof required annually).
- Demonstrated experience directly related to the tasks and functions of the DWSO role.
- Proficiency with computer programs for email, report writing, site documentation, spreadsheet development, and photo archiving.
- Familiarity with ground water system processes, distribution system hydraulics, storage tanks, and pressure zones.
- Experience with SCADA systems or remote monitoring tools, asset management, and GIS tools (if applicable).
- Knowledge of regulatory compliance (EPA, state DEQ, Safe Drinking Water Act). Compliance with OSHA standards, chemical handling, storage procedures, confined space entry, and lockout/tagout protocols.
Security Qualifications
Employment is contingent upon the ability to pass a pre-employment drug test and a federal security investigation (background check) in order to obtain a U.S. Department of the Interior Public Trust clearance prior to start date. The background investigation reviews employment, criminal, financial, and personal history to ensure there are no outstanding violations.
