Position Summary

We are seeking an experienced Program Analyst to serve as the technical lead and subject matter expert (SME) for Department of Defense (DoD) Real Property Systems of Record supporting installations worldwide. This role provides technical leadership, system expertise, data management support, and analytical guidance to ensure the accuracy, integrity, and effective use of real property information systems.


The Program Analyst serves as the primary technical point of contact for assigned systems and supports real property data management, reporting, audit readiness, infrastructure planning, and compliance initiatives. This position works closely with government stakeholders, functional users, and project teams to support mission-critical real property programs across the DoD.

Essential Duties and Responsibilities

The following inexhaustive list of duties represents a sample of work routinely performed by this role: 

  • Serve as the technical lead and subject matter expert for assigned Real Property Systems of Record, including GFEBS, INFADS, BUILDER, GIS, and other systems as required.
  • Provide system administration, data analysis, reporting, and technical support to ensure data accuracy, consistency, and compliance with DoD requirements.
  • Support real property data validation, quality assurance, audit readiness efforts, and reporting activities.
  • Analyze system data and develop reports, dashboards, and recommendations to support decision-making and infrastructure planning.
  • Collaborate with government stakeholders and project teams to identify requirements, resolve system issues, and improve business processes.
  • Maintain proficiency in applicable systems, modules, and supporting technologies.
  • Support user access management, training requirements, and system role coordination, as applicable.
  • Prepare technical documentation, data analyses, and status reports for government customers.

Education, Experience, and Technical Skills

Required Education, Experience, and Technical Skills

  • Minimum of 2 years of demonstrated experience within the past 24 months supporting GFEBS, INFADS, BUILDER, and GIS, including associated modules and functionality.
  • Demonstrated proficiency in Microsoft Office applications.
  • Demonstrated proficiency in database management.
  • For GFEBS support, must possess or be able to obtain the following GFEBS roles:
    • Real Property Viewer
    • Real Property Maintainer
    • Asset Master Data Maintainer
    • Business Intelligence Plant
    • Property and Equipment Reporter
  • Strong analytical, problem-solving, and communication skills.
  • Ability to work effectively with government stakeholders, end users, and cross-functional teams.
  • Must be able to read, write, speak, and understand English fluently.
  • Must possess and maintain a favorable NACI Public Trust determination at contract start through employment.
  • Must be available to work Monday through Friday, 8:00 AM–5:00 PM U.S. Central Time (CT).
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver's license

Preferred Education, Experience, and Technical Skills

  • Experience supporting DoD real property management programs.
  • Knowledge of audit readiness requirements, facility inventory management, and real property business processes.
  • Experience developing reports, dashboards, and data visualization products.
  • Familiarity with GFEBS user roles, permissions, and reporting functions.
  • Experience supporting geographically dispersed teams and stakeholders.

Working Environment

This position operates in a professional office setting. The role routinely uses standard office equipment such as computers, phones, printers, and photocopiers. The work environment is generally quiet and free from exposure to loud noise, hazardous materials, or heavy machinery. Employees are typically seated for extended periods and may occasionally move about the office to attend meetings or access equipment and supplies.


Physical Demands

Sitting/Standing: This role is generally sedentary, performing sitting work utilizing technological office equipment, including a laptop, mouse, keyboard, computer monitors, telephones, scanners, and copiers.

Walking: This role requires the ability to move about inside the office to access the required technological equipment.

Stooping/Kneeling/Crouching/Crawling: This role may require stooping to reload printer trays with print paper, moving equipment, and managing cords.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptops, mice, keyboards, computer monitors, telephones, scanners, and copiers.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires seeing, viewing, and distinguishing all aspects of internal and external communications.

Carrying/Lifting: This role requires lifting up to 20lbs to transport technological office equipment to and from various workspaces.

Home Office Connectivity Requirements for Hybrid & Remote Positions

To ensure reliable collaboration, client service, and secure access to company systems, the Company requires minimum connectivity standards to be eligible or remain eligible to work in a hybrid or remote capacity. Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing, VPN connectivity, and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes:

 

  • Wired broadband service (cable, fiber, or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
  • Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed

 

Cellular hotspot or fixed wireless cellular services (e.g., T-Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local, state, and federal requirements as it relates to the reimbursement of home internet expenses. Eligibility for reimbursement of home internet expenses is defined in a separate policy.
