The Director of Human Resources provides strategic and hands-on leadership for all core HR functions across the organization. This role is responsible for designing, implementing, and managing programs and initiatives related to talent acquisition, employee relations, employment practices, performance management, total rewards, training and development, compliance, HR operations, and organizational effectiveness. The Director partners closely with executive leadership to ensure HR strategies and systems support TEVET’s business objectives and foster a positive, high-performing workplace.
Essential Duties & Responsibilities
· Lead, develop, and manage the full scope of HR operations, including talent acquisition, employee relations, employment practices, performance management, total rewards, training and development, HR systems, and compliance.
· Oversee all talent acquisition activities; partner with Manager Recruitment and Onboarding and hiring managers on position design, talent profiles, interview plans, and successful onboarding.
· Oversee the management and administration of employee benefit programs; along with the Manager HR Systems, Operations and Analytics to ensure competitive offerings, cost effectiveness, and alignment with workforce needs. Conduct annual reviews of benefit carriers and vendor partners.
· In collaboration with the CFO, design and administer competitive compensation programs. Conduct annual compensation and benefit analysis using market benchmarking and internal metrics.
· Implement and manage performance management systems that support business goals, employee development, and retention.
· Proactively manage third-party vendor relationships and budgets related to HR systems, benefits, recruiting, training, compliance, and other HR operations.
· Oversee the Manager HR Systems, Operations and Analytics to lead HRIS maintenance and data integrity, including reporting and metrics to measure HR effectiveness.
· Oversee all required training activities, including compliance training, onboarding, and role-specific development.
· Ensure TEVET’s is in full compliance with applicable employment laws and regulations, including OSHA, EEOC, FMLA, wage and hour, workers’ compensation, and all federal contractor requirements.
· Lead, maintain and communicate evolving employment regulations and legislation.
· Establish HR-related KPIs and department objectives; assess workforce and organizational structure needs in alignment with the strategic plan.
· Serve as a trusted advisor to leadership and employees regarding employee relations, conflict resolution, and policy interpretation.
· Proactively manage employee relations to minimize risks and support a positive, productive workplace.
Supervisory Responsibilities
· Directly manage HR management roles such as the Manager of HR Systems, Operations & Analytics and the Manager of Recruitment & Onboarding.
· Provide coaching and guidance to all managers and staff as needed.
Decision-Making Responsibilities
· Develop, implement and manage HR policies and practices that significantly impact operations, culture, and the organization’s strategic goals.
· Provide professional guidance to executive leadership to facilitate informed decision-making.
Spending & Financial Responsibilities
· Maintain a high level of fiscal responsibility across HR programs and initiatives.
· Provide data-driven recommendations regarding compensation, benefits, and total rewards.
· Ensure legal oversight of employment-related actions to minimize risk and liability.
Work Environment
· This role operates in both a professional office environment and a remote setting.
· Uses standard office equipment; may require periodic travel to TEVET office locations.
Required Education/Experience
· Bachelor’s degree in Human Resources, Business, Communications, or related field.
· 10+ years of progressive HR generalist experience with a strong background in employee relations, talent acquisition, performance management, and compensation.
· Expert-level knowledge of HR best practices, employment law, HR systems, and compliance, particularly for federal contractors.
· Experience managing a multi-state and remote workforce.
Preferred Experience
· Experience in high-growth, start-up, or rapidly scaling environments.
· Experience supporting federal contractor environments.
· Knowledge of HUBZone requirements.
