
The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or “the Board”) in 1972.
Guided by a vision of “Health and Wellness for the Seventh Generation,” NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.
Led by our Board of Directors, NPAIHB’s mission is to “eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services.” We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest.

The NWTEC Senior Evaluator (Senior Evaluator) will be responsible for developing and supporting all aspects of evaluation planning and implementation for and with NPAIHB and NW Tribes. These include designing evaluation plans with appropriate qualitative, quantitative, and/or mixed methods methodologies. This position will also design data collection tools, collection protocols and procedures, data management and analysis strategies, and reports. The Senior Evaluator will work with the Prevention and Evaluation Specialists, NWTEC staff and NPAIHB Project Directors and Managers to develop and present training as needed on evaluation topics such as survey design, Community Asset Mapping, or qualitative data collection and analysis. This position will support the Evaluation Core in providing technical assistance and assisting in dissemination of project and/or grant related materials and information.
The Senior Evaluator must have high level technical, verbal and written communication skills, and the ability to collaborate effectively with funders, Northwest Tribes and State or Federal partners.
The Senior Evaluator reports to the NWTEC Senior PD Evaluator and Principal Investigator This scope of work is housed within the NWTEC Division.
This position is based at NPAIHB’s offices in Portland, Oregon. Local travel and/or overnight travel outside of the area is required approximately 20% of the time.
· Provides evaluation training and technical assistance support in alignment with NPAIHB Strategic Plan
· Assist with the design and development of Evaluation Core materials and training materials and documents; including primary intake and evaluation planning, data analysis and reporting templates.
· Participates in and supports all NPAIHB evaluation related grant meetings and program discussions
· Direct and assist with data collection, data entry, and data quality assurance for evaluation projects.
· Assists with conducting long-term and short-term research (including literature reviews, document reviews, surveys, feasibility studies, and research studies) to guide program development, improvement of services, and development of Tribally based best practices for NW Tribes
· Supports the creation and implementation of capacity building and quality improvement strategies based on the needs and priorities of Northwest Tribes
· Direct and assist with development and maintenance of the Evaluation Core ClickUp project tracking.
· Carries out updated evaluation priorities throughout the year, as directed by Northwest Tribes, and through the NPAIHB Strategic Planning process and/or annual federal and state policy priorities
· Assist with special projects as assigned by the NWTEC Senior PD Evaluator and PI or NWTEC Director
· Attend team, Division, and Board meetings to stay informed about project updates, provide input, and collaborate with NPAIHB projects and staff.
· Complete required confidentiality and security training and abide by NWTEC’s data governance policies.
· Supports the preparation and submission of all required project reports within for evaluation projects.
· Provide general administrative support (including preparing and submitting purchase orders, assisting with travel arrangements, etc.) as requested by NWTEC projects.
· Engages staff in the collection of pertinent data to meet reporting requirements
· Maintains well-organized filing systems for all Evaluation related required documentation and supporting records (both electronic and hard copy) in compliance with both NPAIHB and funding agency requirements, including securely archiving files as appropriate
· Submits a Monthly Activity Report (MAR) to the Project Director at the end of each month, and any additional reports required to track project activities as needed
· Performs other duties as assigned by the Senior Evaluator PD and Principal Investigator, NWTEC Director or Executive Director or designee

Minimum education required:
· Master’s Degree in Public Health or Health-related field, and 10 years’ experience.
· Bachelors of Arts of Science in Public Health or a related field, with 15 years’ experience.
Minimum experience required:
· At least ten (10) years of experience practicing in their field, using multiple types of data including qualitive and quantitative data.
· At least ten (10) years of professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics
· Two or more years’ experience conducting research and literature reviews on public health or related issues.
· Two or more years’ experience developing written reports or products for technical and lay audiences
· One or more years providing administrative support with progressively more responsibility.

NPAIHB generally requires employees to work in its main office, located in Portland, OR. Under certain circumstances, however, the NPAIHB may allow employees to work from home, on a case-by-case basis. The Executive Director, the employee’s direct supervisor, or the employee may suggest teleworking as a possible work arrangement. NPAIHB considers circumstances such as, but not limited to, whether the employee is organized, has proven their ability to work independently, has completed their probationary period, has a good work record, has no record of abuse of leave, the duties and responsibilities of their position, travel requirements, funding source stipulations, and other considerations.
Telework is not an entitlement, nor a Board-wide benefit. NPAIHB retains discretion to withdraw, alter, modify, cancel, or otherwise terminate an employee’s eligibility for telework on a case-by-case basis, in its sole discretion.
