Job Description:

NSTXL is establishing design enablement infrastructure for the Department of Defense’s Microelectronics Commons program to provide users access to cost-effective Electronic Design Automation (EDA) Tools and other capabilities for R&D.


The Director of Microelectronics Design Enablement is responsible for leading and overseeing the program, including: working with vendors to ensure the successful acquisition and delivery of EDA software and cloud capability consistent with program goals, working directly with end users to understand their needs and align them with the program, developing robust technical and programmatic metrics, and leading an executable growth strategy for the program.


This role requires strong leadership skills, cross-functional collaboration, and the ability to manage both the strategic direction and day-to-day operations and relationships of multiple vendors and ME Commons Hubs. The Director will work closely with stakeholders and NSTXL senior leadership to ensure that program objectives are achieved efficiently and effectively. The ideal candidate will drive ecosystem growth, collaboration, and optimization.

 

What You'll Do:

  • Lead the oversight, execution, and growth of a design enablement capability and architecture program
  • Work closely with clients, internal teams, and senior leadership to ensure projects meet or exceed expectations while aligning with company objectives
  • Develop and manage program objectives and deliverables.
  • Provide recommendations to senior NSTXL leaders to manage risk and seek opportunities.
  • Manage relationships with vendors, Hubs, project teams, and the user community .
  • Manage and collect requirements and needs of the ecosystem, managing any gaps
  • Track overall financial data (revenue, costs, etc.) for program and align with the corporate Finance team
  • Facilitate leadership of and work with the Cross-Hub Enablement Solution Steering Committee and the Execution Subcommittee to identify and execute objectives for Commons Hubs and project performers, including the decision-making required within the Committee.
  • Resolve any issues or escalations from clients quickly and effectively to ensure high levels of customer satisfaction.
  • Ensure team’s adherence to thorough documentation for each project, including plans, timelines, budgets, risks, and resolutions.
  • Ensure the CHES construct is operating within compliance.
  • Other duties as assigned.

What You Bring:

  • Minimum of Bachelor’s Degree in Engineering, Project Management, Business Administration, or a related field.
  • 10+ years of progressively responsible experience in the semiconductor industry, with a focus on program management.
  • Strong technical background with preferred experience in building highly scalable platforms, data-intensive solutions, and cloud-native architectures
  • Preferable to have Department of Defense experience (commercial/private sector and/or civil service).
  • Must have experience with vendor engagement and negotiation, preferably with EDA vendors
  • Must understand the ecosystem required to establish a semiconductor design environment, including cloud-based solutions.
  • Demonstrate understanding of complex software and technology license models, possess superior attention to detail, and enjoy working in a mission-driven, dynamic environment.
  • Strong ability to manage complex programs with multiple stakeholders and unique agreement structures and requirements for each stakeholder.
  • Strong communication, problem solving, strategy development, and leadership skills.
  • Strong attention to detail and ability to manage multiple contracts simultaneously.
  • Team player with the ability to partner cross functionally in growing organization.
