Job Description
The National Security Technology Accelerator (NSTXL) is seeking seeking a Contract Specialist 1 to provide administrative and coordination support to the contracts team throughout the acquisition process under an assigned portfolio of Other Transaction-based projects focused on prototyping emerging technologies for defense applications. The Contract Specialist 1 will report to the Senior Contracts Manager and will be responsible for an array of administrative tasks in support of a team of specialists, government clients, and consortium members throughout all project phases of our prototypes. This opportunity is intended for qualified candidates seeking an entry-level role and requires strong customer service and problem-solving skills.
Responsibilities
- Provides timely administrative and coordination support for the team throughout contract actions with performers or customers, and documents outcomes and anticipated modifications
- Conduct a range of data entry functions using applicable cloud-based collaboration tools on a daily basis
- Assist in the preparation, review, and editing of agreement information to ensure accuracy and compliance with all internal and external policies and regulations
- Facilitate and coordinate with internal & external stakeholders and schedule engagements
- May act as liaison to outside sources of data/information required by portfolio.
- Manage the organization of business documentation and contract files
- Perform cursory reviews of written deliverables & briefings
- Facilitate the receipt and capture of solicitation questions and responses
- Monitor the shared inbox and coordinate with the appropriate contracting lead on responses
- Review proposal documents for solicitation compliance
- Maintain an organized, accurate, and complete contract file structure for all projects under assigned portfolio and template library (to include approved standardized communications/narratives) to ensure easily accessible and up-to-date records that are in compliance with contractual, reporting, and regulatory requirements.
- Independently identify and research relevant topics for supervisor and/ or team review and discussion (as applicable). Demonstrates a high-level understanding of projects associated with the assigned OTA portfolio.
- Contribute to presentations in support of various actions as assigned.
Basic Qualifications
- Bachelor’s Degree or other Advanced Degree in relevant field of study such as Business Administration
- 1+ year work experience as a Contract Administrator, Contract/Data Analyst, or relevant role
- Possession of, or an ability to receive, SECRET-level clearance
- Data entry expertise, with an emphasis on accuracy & timeliness
- Demonstrably strong communication and interpersonal skills (to include writing correspondence & verbal explanations)
- Strong organizational skills as it relates to file management & deadline tracking
- Strong multitasking skills and ability to work and meet tight deadlines
- Proficiency in Microsoft Office suite, to include Word, Excel, PowerPoint, and SharePoint and other contract management software
- Strong problem-solving and writing skills
- Ability to work with varying seniority levels, including staff, managers, external partners
- Previous experience in a contract administrative or similar role
Preferred Skills/Experience
- DAWIIA Certification, NCMA Certification or equivalent certification
- Department of Defense government contracting/acquisition experience
- Knowledge of legal requirements & protocols involved with defense contracting
- Direct experience with Other Transaction agreements (10 U.S. Code § 4021 & 4022)
- Knowledge and understanding of the FAR Source Selection Processes and/or Commercial Supplier Selection Processes
- Familiarity with SSC programs
