We offer a unique and simplified approach to rapidly develop, demonstrate, and assess prototypes that address a range of operational and installation needs, from individual Warfighter technology to large-scale installation projects. NSTXL supports the delivery of technology to the Department of Defense by serving as a one-stop shop to match government requirements with innovative private-sector and academic solutions.

 

NSTXL is creating an ecosystem of innovators to collaborate and bring next generation technologies to the end-user. Currently, our OTAs have more than 900 corporate, non-profit, educational, and financial institution members. For these members, NSTXL offers opportunities to bid on government contracts, education and training, and live/virtual forums on a wide variety of topics.


Job Description

Are you an experienced leader who thrives at the intersection of technology, strategy, and innovation? Are you passionate about building programs that drive meaningful change across government and industry? Are you an entrepreneurial individual who can take ownership of building our new division from the ground up? We’re seeking a Vice President, Digital Enablement to lead and manage a nationally critical initiative to strengthen the U.S. semiconductor ecosystem.

 

In this role, you’ll transition, establish, and oversee a Cross-Hub Enablement Solution (CHES) program. This significant collaborative effort will deliver software licensing, cloud infrastructure, and design enablement tools across a network of innovation Hubs. This role demands someone who can strategize, roll up their sleeves, and ensure projects are completed on time and to a high standard. Manage the program and help to build a long term pipeline and go-to market strategy. This is a chance to establish and shape a program with real-world impact on national competitiveness, innovation infrastructure, and technology development.

 

What You’ll Do

  • Develop, lead and execute a high-profile program that delivers secure, scalable design enablement infrastructure for a multi-partner semiconductor ecosystem.
  • Create and align cross-functional teams, vendors, and government stakeholders around a shared mission and long-term strategic goals.
  • Design and manage agreement frameworks among Hubs, vendors, project performers, and other stakeholders to ensure smooth and efficient collaboration.
  • Collect and interpret ecosystem needs, identify capability gaps, and implement scalable solutions that accelerate national design capacity.
  • Facilitate CHES Steering and Execution Committees—leading key discussions, driving consensus, and setting direction.
  • Proactively manage program risks, timelines, and deliverables, ensuring transparency and accountability throughout.
  • Maintain close relationships with senior leadership, including government agency partners, to ensure program alignment and visibility.
  • Establish and track key performance indicators (KPIs) that measure ecosystem engagement, health, and success.
  • Drive continuous improvement in program execution, resource allocation, and vendor performance.

What You Bring

  • Bachelor’s degree in Business Administration, Project Management, or a related field.
  • Experience working in microchip design and manufacturing.
  • 15+ years of program management experience, ideally within the software, cloud, or semiconductor industry.
  • 10+ years of people or team leadership, with the ability to align diverse stakeholders around a common mission.
  • Experience managing complex, multi-stakeholder programs involving vendors, subcontractors, and public-private partnerships.
  • Strong understanding of cloud architecture, design enablement workflows, and the infrastructure needed to support scalable IP development.
  • Familiarity with federal program management, grant structures, or Department of Defense (DoD) partnerships.

Nice to Have

  • Experience in semiconductor design or fabrication
  • PMP or similar project management certification
  • Prior work on government-funded or DoD-aligned R&D initiatives
  • Familiarity with software/IP licensing models and vendor ecosystems
  • Active or eligible U.S. security clearance
