NSTXL is creating an ecosystem of innovators to collaborate and bring next-generation technologies to the end-user. Our OTAs have over 900 members from corporate, non-profit, educational, and financial institutions. For these members, NSTXL offers opportunities to bid on government contracts, education and training, and live/virtual forums on various topics.

Job Description:

The Contracts Specialist I will provide administrative and coordination support to the contracts team throughout the acquisition process under an assigned portfolio of Other Transaction-based projects focused on prototyping emerging technologies for defense applications. The Specialist will report to the Senior Contracts Manager and will be responsible for contractual functions in support of a team of specialists, government clients, and consortium members throughout all prototype project phases. 

 

Essential Duties and Responsibilities:

Contract Administration and Coordination 

  • Provide timely administrative and coordination support throughout contract actions with performers or customers, including documenting outcomes and anticipated modifications. 
  • Facilitate and coordinate with internal and external stakeholders, including scheduling engagements. 
  • Act as a liaison to external sources of data and information required by the portfolio. 
  • Monitor the shared inbox and coordinate with the appropriate contracting lead on responses. 
  • Support efficient contract execution through timely coordination and follow-up across stakeholders. 

 Documentation and Data Management 

  • Conduct data entry using applicable cloud-based collaboration tools on a daily basis. 
  • Maintain an organized, accurate, and complete contract file structure for all projects under the assigned portfolio and template library, ensuring accessibility and compliance with contractual, reporting, and regulatory requirements. 
  • Facilitate the receipt and capture of solicitation questions and responses. 
  • Ensure data integrity and consistency across systems and contract records. 

 Contract Review and Compliance Support 

  • Assist in the preparation, review, and editing of agreement information to ensure accuracy and compliance with internal and external policies and regulations. 
  • Perform reviews of written deliverables and briefings. 
  • Review proposal/solution documentation for solicitation compliance. 
  • Support compliance efforts by identifying discrepancies and ensuring documentation meets required standards. 

 Research and Reporting Support  

  • Independently identify and research relevant topics for supervisor or team review and discussion. 
  • Demonstrate a working understanding of projects associated with the assigned OTA portfolio. 
  • Contribute to presentations in support of various actions as assigned. 
  • Provide analytical and research support to inform contract actions and team decision-making. 


Qualifications Expected for Position:

Required Education/Clearance    

  • Bachelor’s Degree or other Degree in relevant field of study such as Business Administration. 
  • Active TS/SCI clearance  

Required Experience and Abilities   

  • 3+ years of Government / Department of War (DoW) contracting experience 
  • Data entry expertise with an emphasis on accuracy and timeliness. 
  • Strong communication and interpersonal skills, including written correspondence and verbal communication. 
  • Strong organizational skills related to file management and deadline tracking. 
  • Ability to manage multiple tasks and meet tight deadlines. 
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint) and contract management software  

Preferred Skills/Experience  

  • Knowledge of legal requirements & protocols involved with defense contracting  
  • Direct experience with Other Transaction Agreements (10 U.S. Code § 4021 & 4022) 
  • Knowledge and understanding of the FAR Source Selection Processes and/or Commercial Supplier Selection Processes 
  • Familiarity with OUSW or Department of the Navy programs

  • DC Metro Area, MD, VA only as this is onsite

Travel:

  • Travel for this position is estimated up to  ≤10%

Salary Range:

$65,000 - $90,000

The pay range for this role is:

65,000 - 80,000 USD per year (DC Metro Area)
