United States leadership in Strategic Missions, Electronic Warfare, and assured, advanced microelectronics is critical to military dominance and economic sovereignty. Loss of this leadership position threatens the U.S. ability to deter adversaries and prevail in conflict. Additional potential impacts to the economic/industrial base equities extend beyond national security. The Naval Surface Warfare Center (NSWC), Crane Division, and the Department of Defense (DoD) require innovative technological solutions to address current and future security threats in the electromagnetic spectrum (EMS), trusted microelectronics, and strategic missions hardware environments.


NSWC Crane has created the Strategic and Spectrum Missions Advanced Resilient Trusted Systems (S²MARTS) OTA to engage the broadest set of innovators. The S²MARTS OTA (pronounced “SMARTS”) will refine strategies and management planning activities and implement integrated, complementary solutions that enable broader Department of Defense (DoD) access to commercial state-of-the-art EMS technologies, advanced microelectronics, radiation-hardened (RAD-HARD), and strategic missions hardware.


Job Description

NSTXL seeks a dynamic and experienced Deputy Director to support the leadership and operational management of the S²MARTS division. The Deputy Director will play a critical role in the strategic planning, execution, and growth of the S²MARTS OTA. This individual will work closely with the S²MARTS Vice President, government partners (including NSWC Crane and various DoD program offices), and NSTXL's network of innovators. The ideal candidate will have a strong understanding of the DoD landscape, particularly in the S²MARTS technology domains, and proven leadership and program management expertise.

 

What You'll Do

  • Assist the S²MARTS Vice President in the overall strategic direction, management, and successful execution of the S²MARTS OTA.
  • Oversee and manage a portfolio of projects within the S²MARTS division, ensuring they are delivered on schedule, within budget, and meet government requirements and NSTXL quality standards.
  • Foster and maintain strong relationships with key government stakeholders, particularly NSWC Crane and other DoD entities, to understand their evolving needs and ensure S²MARTS effectively meets mission requirements.
  • Drive the expansion and engagement of NSTXL's innovator network relevant to S²MARTS technology areas.
  • Support developing and implementing strategies to attract and onboard new non-traditional defense contractors, academic institutions, and technology providers.
  • Collaborate with internal NSTXL teams (e.g., Contracts, Finance, Marketing, Client Success, Operations) to ensure seamless program execution and compliance.
  • Monitor and report on S²MARTS program performance, identifying areas for improvement and implementing corrective actions as needed.
  • To inform strategic planning, stay abreast of technological advancements and policy changes within the S²MARTS domains (Spectrum Missions, EW, Microelectronics, EMS, RAD-HARD).

What You Bring

  • Bachelor’s degree in Engineering, Science, Business Administration, or a related technical field.
  • Minimum 10 years of experience in Department of Defense (DoD) program execution.
  • Significant experience and technical understanding in one or more of the S²MARTS core technology areas: Strategic Missions, Electronic Warfare, Microelectronics, Electromagnetic Spectrum, or Radiation-Hardened systems.
  • Experience and demonstrated understanding of government contracting, particularly Other Transaction Authority (OTA) agreements.
  • Excellent communication (written and verbal), interpersonal, and presentation skills, with the ability to effectively engage with senior government and industry leaders.
  • Experience working with or managing multi-organization collaborative efforts.
  • Experience in building and maintaining relationships with diverse stakeholders, including government, industry, and academia.
  • Ability to thrive in a fast-paced, dynamic environment and manage multiple priorities effectively.
  • Ability to obtain and maintain a U.S. Government Security Clearance.
