Job Description:

Are you ready to lead at the forefront of innovation? We’re seeking a Consortium Hub Manager to oversee and coordinate the operations of cutting-edge innovation hubs—driving breakthrough advancements in technologies like electronic warfare, AI hardware, 5G/6G, quantum computing, secure edge/IoT, and beyond.

In this high-impact role, you’ll serve as the vital connection between our internal teams, Department of Defense (DoD) Subject Matter Experts, and the Hubs themselves. As the consortium manager for the DoD’s Microelectronics Commons program (executed through Other Transaction Authority agreements), our mission is to accelerate U.S. microelectronics innovation—and you’ll be at the center of it all.

What You'll Do:

  • Serve as the main point of contact between Hub Leads, DoD technical experts, and internal teams, ensuring smooth communication and operational alignment
  • Partner with Hub Leads to track project progress, align on deliverables, and ensure performance meets contract requirements and success criteria
  • Advise on hub strategies and engagement efforts, drawing from cross-hub insights to strengthen impact across the consortium
  • Identify new research opportunities and pathways for technology transition to real-world applications
  • Monitor program execution while supporting the technical growth, talent development, and long-term sustainability of each hub
  • Keep internal teams and government partners informed on relevant industry developments, technology trends, and key current events in microelectronics
  • Support and advise the government customer in executing a successful OTA (Other Transaction Authority) program
  • Collaborate with shared services teams to align hub operations with program management, marketing, membership, and contracting functions
  • Promote the hub’s capabilities, successes, and services to potential partners, funders, and the broader community
  • Prepare internal and external reports, briefings, and after-action summaries related to hub activities and performance
  • Safeguard intellectual property through proper protection measures such as patents, copyrights, and related tools
  • Ensure all hub operations comply with applicable laws, regulations, and ethical standards
  • Other duties as assigned.

The time spent on each responsibility reflects an estimate and is subject to change dependent on business needs.


What You Bring:

  • Bachelor’s Degree in software, engineering, microelectronics, or related field
  • 7+ years of successful experience managing technical government or commercial programs
  • Active Secret clearance with ability to qualify for Top Secret clearance 
  • Experience in the microelectronics sector 
  • Strong analytical, communication, collaboration, problem-solving skills with the ability to adapt quickly and engage proactively
  • Experience or desire for thought leadership or strategy development that aligns with an organization’s mission, vision, objectives 
  • Strong relationships and experience with the microelectronics industry, government, or other relevant DoD stakeholders 
  • Experience managing technical consortia or coordinating project execution between multiple organizations 
  • Demonstrated knowledge of the PPBE process, DoD organizational structure and budgeting process, OSD inter-office coordination, and communication protocols and ability to navigate organizational engagements
