Front End Specialist (E-Learning)

We are seeking a skilled E-Learning Front-End Specialist with experience in Adobe Captivate, HTML5, CSS, and JavaScript to support the development of interactive multimedia instruction (IMI) for government and defense training programs. This role focuses on designing, developing, and maintaining standardized Captivate frameworks that establish a consistent user interface, navigation structure, functionality, and learner experience across courseware products.


The ideal candidate combines front-end development expertise with e-learning development experience and can translate detailed technical, instructional, accessibility, and customer style requirements into reusable Captivate templates and components. This position will work closely with Instructional Systems Designers (ISDs), graphic artists, subject matter experts, and other developers to establish the technical framework within which instructional content is produced.


Duties & Responsibilities 

  • Design, develop, and maintain standardized Adobe Captivate courseware frameworks, templates, themes, and reusable components for Interactive Multimedia Instruction (IMI).
  • Develop and enforce standardized user interface (UI), navigation, screen layouts, controls, button behaviors, typography, and other presentation requirements across Captivate projects.
  • Translate detailed customer, NETC, Navy, and project-specific IMI style requirements into functional and repeatable technical implementations.
  • Develop custom functionality using HTML5, CSS, and JavaScript when requirements cannot be achieved through native Captivate functionality alone.
  • Configure and implement Captivate variables, actions, conditional logic, interactions, navigation controls, and other advanced courseware functionality.
  • Establish reusable development frameworks that allow ISDs and courseware developers to efficiently create instructional content within an approved technical and visual baseline.
  • Develop and maintain controlled publishing and build processes to ensure custom functionality is consistently incorporated into final courseware packages.
  • Configure, package, test, and troubleshoot SCORM-compliant courseware for deployment within Learning Management Systems (LMS).
  • Support implementation and testing of Section 508 and WCAG accessibility requirements, including keyboard navigation, focus order, screen-reader compatibility, captions, alternative text, and accessible controls.
  • Troubleshoot and resolve Captivate, HTML5, JavaScript, browser, LMS, and courseware integration issues.
  • Perform technical quality assurance of Captivate projects to ensure compliance with approved interface, functionality, accessibility, and publishing standards.
  • Collaborate with ISDs, graphic artists, SMEs, and program leadership to translate instructional and technical requirements into effective courseware solutions.
  • Develop and maintain technical documentation, development standards, configuration guidance, and publishing procedures for the Captivate production environment.
  • Support prototype development and implementation of approved prototype requirements across subsequent courseware production.
  • Maintain source control and configuration management for custom scripts, stylesheets, reusable components, and other development assets.
  • Performs other duties as assigned.  


Required Qualifications 

  • Bachelor’s degree in Computer Science, Web Development, Interactive Media, Instructional Technology, or a related field, or equivalent professional experience.
  • 3+ years of professional experience developing interactive e-learning, web-based training, or multimedia applications.
  • Demonstrated experience developing and publishing courseware using Adobe Captivate.
  • Proficiency with HTML5, CSS3, and JavaScript.
  • Experience developing or modifying custom functionality for browser-based interactive applications.
  • Experience working with advanced Captivate functionality, including variables, actions, conditional logic, interactions, and navigation controls.
  • Understanding of responsive and user-centered web/interface design principles.
  • Experience troubleshooting HTML5 applications using browser developer tools and other debugging techniques.
  • Familiarity with SCORM 1.2 and/or SCORM 2004 and Learning Management System integration.
  • Understanding of accessibility principles and the implementation of Section 508/WCAG-compliant interactive content.
  • Ability to develop reusable technical solutions rather than relying on manual modification of individual courseware products.
  • Experience working in collaborative, cross-functional development environments.
  • Ability to communicate technical concepts and implementation requirements clearly to instructional designers and other non-software-development personnel.

Preferred Qualifications (Not Required) 

  • Experience developing Interactive Multimedia Instruction (IMI) for the Department of Defense or U.S. Navy.
  • Familiarity with NETC/NAVEDTRA training development requirements and Navy IMI standards.
  • Experience developing standardized Captivate templates, design systems, or courseware frameworks used by multiple developers or ISDs.
  • Experience with SCORM 2004 4th Edition, LMS communication, completion/status reporting, bookmarking, and troubleshooting.
  • Experience developing automated or repeatable post-publish processes for Captivate or other HTML5 courseware.
  • Experience with JavaScript integration into Adobe Captivate projects and published Captivate output.
  • Knowledge of UI/UX principles and user-centered design methodologies.
  • Experience conducting technical accessibility testing, including keyboard-only navigation and screen-reader compatibility.
  • Experience with version control systems such as Git.
  • Experience creating technical development standards, style implementation guides, or reusable component libraries.
  • Exposure to government, defense, technical training, or enterprise-scale training development environments.
  • Active-duty military experience. 


Physical Requirements 

  • Prolonged periods sitting at a desk and working on a computer. 
  • Must be able to lift up to 15 pounds at times.  


Clearance Requirements 

Some positions will require access to U.S. National Security information.  Positions that require this access will be required to receive and maintain a U.S. government personnel security clearance (PCL).  In order to qualify for this position, the candidate must be a US Citizen and either currently possess this National Security eligibility or be able to complete the investigation application process with a favorable determination and maintain that eligibility throughout their employment.
