Position Overview:

The Training Specialist is responsible for coordinating, delivering, and documenting all initial, recurring, and refresher training programs for staff at a federally contracted ICE residential facility in Alexandria, LA.

 

This role ensures all employees are trained and competent in all requirements of the Temporary Housing Standards (THS), DHS PREA/SAAPI regulations, and other applicable federal, state, and local requirements prior to entry on duty and on an ongoing basis. The Training Specialist develops curriculum rooted in trauma-informed and culturally responsive practices and maintains training records in audit-ready condition.

 

This position requires strong communication skills, experience working in diverse environments, and the ability to operate in a fast-paced, 24/7 environment.


Key Responsibilities/Essential Functions:

Training Program Development & Delivery

  • Assist in the development of the facility’s Training Plan with Curriculum
  • Assist in the delivery of all required training ensuring staff competency in accordance with THS requirements and federal standards.

Specialized Training

  • Provide or coordinate Trauma-Informed Care (TIC) and crisis/de-escalation training.
  • Ensure staff meet required training standards for assigned duties.
  • Coordinate SAAPI compliance training with the PREA Manager and Training Supervisor

Onboarding & Orientation Training

  • Ensure all new hires complete required training prior to or upon Entry on Duty.
  • Deliver orientation on policies, Standards of Conduct, emergency plans, and federal requirements.
  • Train staff on shift briefing procedures and operational communication.

Safety & Emergency Training

  • Deliver Emergency Action Plan training, including evacuation and emergency response procedures.
  • Ensure staff are trained in first aid, CPR, and emergency response procedures.
  • Train staff on intake safety procedures and hazard identification.


Required Qualifications & Core Competencies:

  • Bachelor’s degree in Social Services, Public Health, Human Services, or related field (or equivalent experience)
  • Minimum of 3 years of training development and delivery experience, including 1 year in residential, correctional, or humanitarian environments
  • Knowledge of PREA/SAAPI, and federal training requirements
  • Experience developing training records and compliance tracking systems.
  • Strong organizational, communication, interpersonal and coordination skills in fast-paced environments
  • Ability to manage multiple priorities and maintain accurate records
  • Strong attention to detail and documentation accuracy
  • Proficiency in data entry and information systems
  • Experience with LMS systems and compliance reporting
  • Experience in 24/7 operational environments
  • Ability to communicate effectively in English, both verbally and in writing, is required.

Desired Skills:

  • Bilingual Spanish preferred
  • Experience in emergency shelter, residential programs, or high-volume/surge environments
  • Familiarity with trauma-informed care, motivational interviewing, and de-escalation techniques
  • Experience working within multidisciplinary teams
  • Knowledge of community resources and service networks
  • Experience working with migrant populations, refugees, children, youth, or families preferred

Conditions of Employment:

  • Employees must be a U.S. Citizen or a Legal Permanent Resident
  • Employment is contingent upon successful completion of the following screening:
    • Federal background investigation (up to and including a Tier 4 DHS clearance)
    • Criminal history check
    • Verification of employment and education history
    • Compliance with all government credentialing requirements

  • Employees must adhere to all federal security, confidentiality, and operational protocols while working within government facilities.
  • Must be able to speak, read, and write in English
  • Anovaeon operates 24 hours/365 days and requires the flexibility to work additional hours, nights, weekends, and holidays
  • Must show proof of eligibility to work in the U.S.
  • Internal background check to the satisfaction of contract requirements.
  • If applicable, Child Abuse/ Neglect Report (CAN) or child protective services check with no adverse findings.

Physical Requirements:

  • Ability to stand, walk, and conduct facility rounds for extended periods (8–12 hours per shift)  
  • Ability to lift and move supplies up to 50 lbs  
  • Ability to respond quickly to emergencies throughout the facility  
  • Ability to work in indoor and outdoor environments  
  • Ability to review documentation, reports, and operational records with attention to detail. 
  • Ability to sit for extended periods for administrative tasks and documentation   

Work Environment:

  • Fully onsite position within an ICE processing residential facility in Louisiana
  • Fast-paced operational environment requiring attention to detail and professionalism
