Position Overview:

The Humanitarian Programs Coordinator is a senior operational and programmatic role responsible for ensuring that individuals housed within Anovaeon’s ICE processing facility have meaningful access to humanitarian services, educational and vocational programs, and appropriate language support. This role bridges operational coordination and direct humanitarian programming, requiring a professional who is equally comfortable managing logistics, building partnerships with service providers, and advocating for the dignity and wellbeing of a diverse, multilingual population.


The Humanitarian Programs Coordinator oversees the planning and delivery of onsite programs — including ESL classes, job readiness and vocational training, and other social and cultural support services — while also managing language services coordination to ensure all individuals have timely access to qualified interpreters. This role works in close partnership with program leadership, facility operations staff, government partners, and external service organizations to ensure programming is accessible, culturally appropriate, and operationally sustainable.


This position reports to the Processing Operations Deputy Director for Quality Assurance and draws on a background in international humanitarian operations, refugee or migration program management, and cross-cultural coordination. Experience working within IOM, UNHCR, USCRI, or similar humanitarian organizations is strongly valued.


Key Responsibilities/Essential Functions:

  • Humanitarian Program Oversight & Service Access
    • Oversee the coordination and delivery of onsite humanitarian programs, including English as a Second Language (ESL) instruction, job readiness and vocational training, and cultural orientation activities.
    • Identify and assess the programming needs of the facility population, ensuring services are responsive to the linguistic, cultural, and educational backgrounds of individuals served.
    • Build and manage relationships with external service providers, community organizations, NGOs, educational institutions, and government agencies to expand and sustain program offerings.
    • Develop and maintain a programming schedule, coordinating space, personnel, and resources to ensure consistent, uninterrupted service delivery.
    • Monitor program quality and participant engagement; gather feedback and adapt programming to improve outcomes and accessibility.
    • Ensure all programming complies with facility operational requirements, government guidelines, and Anovaeon’s contractual obligations.
  • Language Services Coordination
    • Serve as the primary coordinator for language services across the facility, ensuring all individuals have prompt access to qualified interpreters in their language of need.
    • Manage relationships with interpreter service vendors and in-house language staff, overseeing scheduling, quality assurance, and performance.
    • Develop and maintain a language services tracking system to monitor interpreter utilization, identify coverage gaps, and respond to emerging language needs across the population.
    • Coordinate with case processing teams, medical staff, legal service providers, and other facility personnel to ensure interpreter support is integrated into operational workflows
    • Implement protocols to ensure culturally competent, trauma-informed communication practices in all service interactions.
    • Stay current on the linguistic demographics of the facility population and proactively source interpreter support for emerging or underserved language groups.
  • Operational Coordination & Program Support
    • Provide broad operational coordination support to program leadership, assisting with the implementation of program priorities, special initiatives, and operational improvements.
    • Assist with compiling operational reports, program performance summaries, and service utilization data to support leadership decision-making and government reporting requirements.
    • Support the development and maintenance of standard operating procedures (SOPs), program guides, and operational documentation related to humanitarian services.
    • Coordinate logistics for program activities, including scheduling, space allocation, supply procurement, and vendor coordination.
    • Assist with onboarding new program personnel and orienting staff to humanitarian services workflows and expectations.
  • Cross-Functional & External Coordination
    • Coordinate with facility leadership, corrections personnel, medical staff, legal service providers, and other contractors to ensure humanitarian programs are integrated into the broader facility operational environment.
    • Serve as a liaison between Anovaeon and external partner organizations, NGOs, government agencies, and community stakeholders supporting programming and service delivery.
    • Support preparation of briefing materials, program updates, and coordination documentation for government partners and program leadership.
    • Participate in interagency coordination calls, partner meetings, and program reviews as assigned.
  • Communication, Reporting & Stakeholder Engagement
    • Prepare and maintain accurate program records, service logs, interpreter utilization reports, and programmatic documentation in compliance with government and Anovaeon requirements.
    • Draft communications, program updates, and briefing materials for internal and external audiences, including government partners.
    • Communicate operational and programmatic updates to leadership, escalating service gaps, access issues, or population-level concerns promptly.
    • Apply strong cross-cultural communication skills to build trust and rapport with a diverse, multilingual population and with international partner organizations.
  • Special Projects & Operational Initiatives
    • Support leadership with special projects and programmatic initiatives as assigned, including program expansion planning, new service integration, and site-level organizational initiatives.
    • Assist with operational planning for program growth or new service rollouts, bringing humanitarian program management expertise to bear on operational design.
    • Provide flexible, mission-driven support to resolve programmatic challenges and ensure sustainable service delivery.

Required Qualifications & Core Competencies:

  • Bachelor’s degree required; Master’s degree in International Relations, Communications, Public Administration, or a related field strongly preferred.
  • Minimum of 5–7 years of experience in humanitarian program coordination, refugee services, international operations, or a closely related field.
  • Demonstrated experience with international organizations such as IOM, UNHCR, USCRI, ICRC, or comparable humanitarian agencies strongly preferred.
  • Experience managing language services, interpreter coordination, or multilingual service delivery in a field-based or institutional setting preferred.
  • Experience coordinating educational, vocational, or social service programming for displaced or vulnerable populations preferred.
  • Experience supporting U.S. federal government programs, immigration processing operations, or resettlement programs preferred.
  • Proficiency in one or more languages in addition to English strongly preferred (Arabic, Farsi/Dari, Spanish, French, or other languages reflective of the facility population are particularly valued).
  • Deep knowledge of humanitarian program management principles, including refugee/migrant service delivery, cultural orientation, and trauma-informed practice.
  • Strong understanding of language services operations, including interpreter scheduling, vendor management, and multilingual communication protocols.
  • Excellent cross-cultural communication and interpersonal skills, with demonstrated ability to work effectively with diverse, multilingual populations and international partners.
  • Strong organizational and coordination abilities, with experience managing multiple programs and priorities in fast-paced operational environments.
  • Excellent written and verbal communication skills; experience producing program reports, briefing materials, and operational documentation.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and ability to learn new operational systems quickly.
  • Strong problem-solving skills and adaptability in dynamic, high-tempo environments.
  • Familiarity with monitoring and evaluation (M&E) frameworks and data-driven program management.

Physical Requirements:

  • Ability to sit at a computer workstation for extended periods while conducting data entry and interviews
  • Ability to stand and walk for extended periods during facility operations (up to 8-12 hours per shift)
  • Ability to lift, carry, and move supplies and equipment up to 50 pounds.
  • Ability to bend, stoop, reach, and perform repetitive motions.
  • Capability to work in varied environmental conditions (indoor/outdoor, temperature variations).
  • Ability to respond quickly to operational needs or emergency situations throughout the facility.
  • Visual acuity for detailed computer work and document review.
  • Auditory ability to communicate clearly in multilingual, fast-paced environments and to monitor facility for safety concerns.

Work Environment:

  • Fully onsite position within an ICE processing facility in Maryland
  • Initial support may include onsite presence during program startup and service launch activities.
  • Standard administrative office and processing facility environment, with regular time in program delivery spaces and facility common areas.
  • May involve extended periods of computer work, documentation processing, and direct engagement with facility population and partner organizations.
  • Fast-paced, mission-driven operational environment requiring cultural sensitivity, attention to detail, and consistent professionalism.
