To advance that mission, we develop cutting-edge policy solutions on clean energy and industrial innovation. An entrepreneurial, strategic nonprofit, ClearPath collaborates with public and private sector stakeholders on innovations in nuclear energy, geothermal, hydropower, natural gas, energy storage, critical minerals, carbon capture, heavy industry, and agriculture to enable private-sector deployment of critical technologies. Started in 2014 by entrepreneur Jay Faison, ClearPath is a conservative energy advocacy organization that engages in the direct education of policymakers within Congress, the White House, Executive Agencies with energy and environmental jurisdiction, and regulators.

Job Summary

ClearPath is looking to sponsor State Government Fellows as part of the ClearPath Conservative Leadership Program (CCLP). We are seeking early to mid-career professionals interested in an educational opportunity to work temporarily in state government and gain hands-on experience advancing clean energy, innovation and economic competitiveness.

Fellows may be placed in state legislative offices, committees, governors’ offices or state agencies with jurisdiction over energy, natural resources, economic development, infrastructure or environmental policy. Placements will depend on each fellow’s skill set and the needs of the host office.

In this fellowship, participants will pursue educational and professional development opportunities that broaden their understanding of state policymaking and strengthen their ability to contribute to energy and innovation policy. The program may include professional development opportunities and educational sessions facilitated by ClearPath. Participants must be willing to further their education within the energy sector by participating in these activities.

This is a temporary one-year fellowship. Qualified fellows will be matched with a state government office that aligns with the program’s focus on conservative clean energy policy solutions. Positions will vary and may include responsibilities related to clean energy technology policy, legislative analysis, research, stakeholder engagement, data collection and communications.

Fellows will receive a conditional offer pending a final interview with the host office.

Based on performance and available opportunities, fellows may be considered for continued employment within state government or ClearPath’s broader network of stakeholders after the fellowship, if mutually agreeable.

What you'll do

Responsibilities will vary by placement and may include:

• Conduct research and analysis on state energy, environmental, natural resources, infrastructure and economic development policy.
• Monitor state legislation, regulations and administrative actions related to energy and clean technology.
• Draft policy memos, legislative summaries, briefing materials, talking points and other written products for policymakers and staff.
• Attend legislative hearings, stakeholder meetings, briefings and other policy-related events.
• Provide research and analysis on emerging technologies, industry trends and state-level opportunities for energy innovation and deployment.
• Support the development and implementation of policy priorities related to clean energy, infrastructure, permitting, economic development and American competitiveness.
• Track relevant federal programs and funding opportunities that affect state energy priorities and evaluate their potential impact.
• Assist the host office with agendas, staff materials, correspondence, newsletters, communications and other operational needs.
• Communicate complex policy and technical issues clearly and convincingly to technical and nontechnical audiences.
• Engage with stakeholders, including state agencies, legislators, regulators, utilities, industry groups, businesses and other organizations involved in energy policy.
• Identify emerging policy opportunities and provide recommendations that advance the host office’s priorities.
• Perform additional responsibilities based on the needs of the host office and the fellow’s policy portfolio.

Candidate Requirements

• College degree required.
• Two to five years of experience in a related field.
• Professional experience in energy, environmental, natural resources, infrastructure or economic policy is a plus.
• Prior exposure to state government, a state legislature, a governor’s office, a government agency or a related policy organization is preferred.
• Understanding of state government and the policymaking process, including familiarity with legislative, regulatory or administrative processes.
• Knowledge of current energy and public policy issues.
• Strong writing, research and analytical skills.
• Ability to communicate effectively with policymakers, staff and external stakeholders.
• A professional and personal commitment to ClearPath’s mission and values.
• Interest in conservative clean energy policies and market-driven approaches to energy innovation.
• Authorized to work in the United States without sponsorship.
