Deputy Director of Human Resources

Position Summary: 

The DNC is seeking a highly motivated, experienced Human Resources professional for the role of Deputy Director of Human Resources (HR). The DNC Deputy Director of Human Resources supports the HR Director in the execution of HR  strategy and workforce initiatives across the organization, and acts as a thought partner and support in developing strategic initiatives that meet the needs of a fast paced organization and election cycle. Critical for success at this point in the campaign cycle, this position will provide both leadership and operational HR expertise,for internal DNC staff, as well as help manage expansion of processes throughout the midterm cycle and beyond for our work with coordinated campaign efforts.The ideal candidate will maintain knowledge of trends, best practices and incorporate this knowledge into the work of the department. The Deputy Director of Human Resources reports to the HR Director, will have some supervisory responsibility and must be able to communicate effectively and constructively with all levels of employees. This position is based in Washington, DC.


Responsibilities (to include, but not limited to the following): 

Human Resources Operations 

  • Support managers and employees through the employee lifecycle including on/off-boarding, promotions, salary adjustments, lateral changes, employee relations
  • Ensures all federal, state, and local laws, and HR-related compliance matters are proactively addressed  
  • Manage HRIS systems, services and interface with end users, internal and external customers ensuring seamless and efficient human resource processes that support the DNC’s workforce and  talent management strategy
  • Train, coach, advise and provide technical assistance and resources to the human resource team, managers and employees to assure utilization of HRIS systems for increased proficiency and  responsiveness in all service delivery areas
  • Collaborate with the HR Director to maintain employee handbook to systematically reinforce organizational beliefs and ensure compliance with applicable local, state, and federal employment laws

Compensation and Workforce Planning 

  • Advise and assist the HR team to administer and execute HR programs on compensation, benefits, and leave
  • Create a job description bank and corresponding compensation guide for normal operations
  • Create a job description bank and corresponding compensation guide for general election and coordinated campaign positions
  • Oversee a process for state registrations and accurate tax filings (specific filings) in coordination with the accounting department; Ensure a system is in place to hire in multiple new locations during presidential election years
  • Manage and review the employee benefits program and manage initiatives regarding new employee benefits; review the employee benefits program and make recommendations for cycle hire benefit plans
  • Manage Annual Open enrollment process
  • Coordinate with the Payroll and Benefits Specialist to plan for cycle expansion
  • Support Payroll and Benefit tasks as needed

Employee Relations

  • Support the HR team as needed in managing employee relations issues, CBA compliance, FMLA, ADA
  • Support ethical and effective leadership practices by advising senior leadership in areas of compliance, employee relations, labor relations, and consistent enforcement of policies and procedures
  • In collaboration with the HR Director, build a training schedule and facilitate management training
  • Coordinate employee relations functions and compliance for the coordinated campaign in collaboration with the state parties and presidential campaign
  • Contribute to a positive work environment which aligns to the DNC brand and promotes positive engagement with HR

Election Year Responsibilities

  • In collaboration with the HR Director, create an HR Plan for cycle driven changes including staffing a coordinated campaign, planning for rapid hiring, benefit modifications, logistics/planning with the IT and Operations teams, and rapid off-boarding
  • Other duties as assigned to support the department and the DNC's mission.


Qualifications:

  • 4 to 5 years of Generalist HR experience and compliance within a fast-paced environment 
  • HRCI Certified Professional (PHR or SPHR), SHRM Certified Professional (SHRM-CP or SHRM-SCP) credentials preferred 
  • Knowledge of multiple human resource disciplines including compensation, benefits design and management, labor relations
  • 3 plus years of supervisory experience
  • Ability to respond and pivot quickly in a fast changing environment 
  • Ability to execute both high level strategic planning and detailed tactical duties
  • Experience managing HR within a highly complex environment with geographically dispersed employees 
  • Exhibit strong integrity and loyalty to the DNC’s vision and mission  
  • Must have a high level of emotional intelligence and be well versed in cultural sensitivity and intercultural competencies


Travel: The Deputy Director of Human Resources position may be required to travel.


Salary: The starting salary for the Deputy Director of Human Resources position is $95,000, on an annualized basis, commensurate with experience and qualifications.


This is a full-time, exempt position, that may require work on weekends.
