Since 1973, Jubilee has worked to provide high quality affordable housing and holistic support to individuals and families in the Adams Morgan, Mount Pleasant and Columbia Heights neighborhoods of Washington D.C. Jubilee operates more than a dozen properties totaling over 500 homes and has an active development pipeline of new affordable housing, including D.C.’s first urban aquaponics and hydroponics farm located in the basement and rooftop of one of our buildings. Jubilee’s Justice Housing® model is built on the principle of providing deeply affordable homes with onsite or nearby services located in neighborhoods where resources such as good schools, grocery stores, and public transportation are readily accessible. Jubilee is seeking individuals who want to work with us to ensure Justice Housing becomes a reality for all who need it. 


Position Description

Under direction of the Reentry Programs Manager, the Community Services Coordinator is responsible for nurturing a sense of community among justice involved residents in two (2) long-term housing developments, in addition to creating opportunities for these residents to be connected with life enriching experiences within and outside of the Jubilee portfolio. planning, coordinating, facilitating and implementing individualized support, onsite programs, workshops and activities that serve a diverse community of residents that call Jubilee Housing home.


Specific Duties

Program Development & Coordination

  • Plan, coordinate, and facilitate educational, recreational, health, wellness, mentorship and community-building activities for residents.
  • Develop monthly, quarterly, and annual activity calendars aligned with resident needs and organizational goals.
  • Conduct resident surveys to identify interests and programming opportunities.
  • Organize special events, holiday celebrations, workshops, and community meetings.
  • Coordinate multi-family programs as appropriate.
  • Develop and maintain a comprehensive database of community resources and connect residents with said resources.

Resident Engagement

  • Foster positive relationships with residents and encourage participation in community activities.
  • Promote programs through flyers, newsletters, social media, text messaging, and resident outreach.
  • Support efforts to build a welcoming, inclusive, and resident-centered community environment.
  • Assist residents in accessing community resources and supportive services.
  • Conduct individual needs and skills assessments to identify barriers.
  • Work in conjunction with the External Affairs and Resident Services Departments to develop resident voice and organize opportunities for residents to become actively engaged in advocacy and leadership development.

Partnership & Volunteer Management

  • Develop and maintain relationships with key stakeholders such as schools, healthcare providers, social service agencies, businesses, faith-based organizations, and community groups.
  • Recruit, train, schedule, and supervise volunteers and program facilitators.
  • Coordinate donations, sponsorships, and in-kind contributions to support resident programming.
  • Create opportunities for joint resident programs and initiatives with other justice involved organizations.

Administrative Responsibilities

  • Maintain accurate records of program participation, attendance, and outcomes.
  • Track program budgets and expenditures in accordance with organizational policies.
  • Prepare reports on program activities, resident participation, and outcomes.
  • Ensure compliance with all organizational, funding, and regulatory requirements.
  • Meet routinely with Property Management to discuss and promote resident alignment with Jubilee Housing occupancy and leasing standards.


Desired Qualifications

  • Bachelor’s degree in Social Work, Psychology, Human Services, or related field preferred, (at least 3 years of direct service coordinator experience in an affordable housing setting may substitute for education).
  • At least 1 year of Human Services related experience working with individuals directly in a community-based setting or organization required
  • Ability to work a flexible work schedule for events that may occur during evening or weekend hours, in order to enhance resident access to events.  Typical daily schedule will be 12pm-8pm on weekdays in-person.
  • Experience with resource navigation and individual service plans preferred
  • Strong written and verbal communication skills
  • Work effectively both independently and in a team environment
  • Ability to support the organization’s mission and philosophy, and demonstrate sensitivity to cultural diversity and organizational harmony
  • Must be proficient in computer applications or other automated systems such as spreadsheets, Microsoft Office applications, calendar, and email and/or database software necessary to perform work assignments
  • Work may take place in residents’ homes and in community spaces with a range of environmental conditions. This can include households where challenging conditions are present, and which are familiar for affordable housing contexts.  Appropriate safety protocols and training will be provided. Candidates should be able to professionally perform all duties in such settings.
  • Strong documentation skills, decision making, customer service, conflict resolution skills, people management and integrity
  • Experience with partner development and volunteer recruitment
  • Valid Driver’s license and willingness to transport residents in company vehicle
