Temporary Tax Credit Property Manager – Rehab Assignment


Full-Time, Temporary Assignment (Duration of Renovation) – Potential for Extension or Permanent Placement Based on Performance

Reports To: Regional Property Manager

About the Role:

Rainey Property Management is seeking a Temporary Tax Credit Property Manager to support a multi-family affordable housing community undergoing a tax credit (LIHTC) rehabilitation. This full-time, on-site role combines hands-on resident relocation coordination with Section 42 compliance and file management. The position serves as the main point of contact for residents, vendors, and contractors throughout the renovation, while ensuring all resident files, certifications, and program documentation remain in full compliance with CTCAC, HUD, and other applicable program requirements. The ideal candidate brings strong tax credit experience, exceptional organization, and a passion for customer service during a high-touch, fast-paced rehab assignment.

Key Responsibilities:

Resident Relocation & Renovation Coordination

  • Coordinate and schedule resident moves (temporary and permanent relocations) during interior/exterior renovations.
  • Conduct weekly calls and meetings with residents to provide updates and address questions or concerns.
  • Participate in weekly renovation calls with contractors, vendors, management, and ownership to keep all parties informed of schedules and progress.
  • Serve as the main point of contact for residents, providing support and ensuring minimal disruption throughout the process.
  • Assist residents with packing logistics, move coordination, and vendor scheduling to ensure smooth transitions.
  • Document and track relocation activities, notices, and resident communications in accordance with program and regulatory requirements.

 

Tax Credit Compliance & File Management

  • Ensure the property and all resident files remain in compliance with Section 42 (LIHTC) and other applicable subsidy program requirements throughout the rehab.
  • Process, review, and organize resident certifications and recertifications, ensuring timely and accurate completion.
  • Maintain resident files, waiting lists, and regulatory documentation in accordance with CTCAC, HUD, and company policies and procedures.
  • Perform internal file audits and assist with preparation and responses for State and other monitoring agency audits and inspections.
  • Stay abreast of program updates and demonstrate independence in referencing compliance manuals or communicating with monitoring agencies as needed.
  • Complete required compliance reporting (monthly/quarterly/annual) related to the property and rehab activity.
  • Train and support on-site staff on compliance and relocation policies and procedures, as necessary.
  • Perform other duties as assigned.

Qualifications:

  • 3–5 years of experience in affordable housing / multi-family property management, with direct LIHTC (Section 42) experience required.
  • Thorough understanding of California tax credit (CTCAC) and HUD requirements; experience with tax credit rehabs and/or resident relocation strongly preferred.
  • TCS, HCCP, or similar compliance designation preferred.
  • Strong verbal and written communication skills, with the ability to work compassionately and professionally with residents.
  • Highly organized, with the ability to manage schedules, maintain accurate files, solve problems, and work independently.
  • Working knowledge of Microsoft Office, Outlook, and Excel; property management software experience a plus.
  • Reliable transportation and flexibility to be on-site as needed throughout the assignment.
  • Positive attitude and team-oriented mindset.
  • High school diploma required; post-high school education preferred.
