Position Summary

Swingtech Consulting is seeking a Senior Federal Program Manager to manage contractor personnel and oversee daily execution of a large federal professional services program. The selected candidate will be responsible for program planning, staff supervision, risk management, quality management, stakeholder coordination, and continuous service-delivery improvement.

Responsibilities

  • Manage contractor staff and oversee day-to-day program execution.
  • Plan, execute, and monitor program activities from initiation through completion.
  • Ensure tasks are completed within established timelines, budgets, quality standards, and contractual requirements.
  • Assign contractor schedules, workloads, and priorities.
  • Supervise contractor personnel and communicate organizational policies, goals, and performance expectations.
  • Review work discrepancies and implement appropriate corrective actions.
  • Identify program risks and develop mitigation strategies.
  • Collaborate with federal customer representatives, cross-functional teams, and other stakeholders to define objectives and deliverables.
  • Apply quality management practices consistent with ISO 9001.
  • Lead continuous service-delivery improvements to increase efficiency and performance.
  • Monitor staffing, program performance, deliverables, and customer satisfaction.

Minimum Qualifications

  • Minimum 8 years of specific experience as a Program Manager.
  • Demonstrated understanding of quality management systems.
  • Demonstrated proficiency applying or adhering to ISO 9001 standards.
  • Experience managing personnel, schedules, risks, quality, and stakeholder expectations.
  • Master’s degree in a related field or 12 years of experience.
  • Current Project Management Professional certification.
