Position Summary

We are seeking an experienced and driven Director of Regulatory Affairs to join our team and lead our strategy and engagement on energy and climate policy issues in our current and prospective territories. The ideal candidate will possess a strong understanding of the demand side management (DSM) industry across the U.S. and how utility regulatory policies, frameworks, processes, and stakeholders drive decision-making. Candidates should have demonstrated experience not only tracking key developments in an assigned territory but engaging on topics to influence outcomes favorable to the business.


Reporting to the Chief Operating Officer of Power TakeOff, the Director of Regulatory Affairs will track relevant regulatory developments impacting opportunities with our current and prospective clients, brief team members about key issues to inform sales, client engagement, and product development, and engage in regulatory and stakeholder processes as needed to advocate for specific, beneficial policies, while leveraging and managing our industry association memberships. A near-term priority will be advancing our Virtual Commissioning (VCx) program as a measure within state/utility technical reference manuals (TRMs).

Key Responsibilities

Regulatory Tracking and Analysis: 

  • Find and review relevant regulatory proceedings and filings for Power TakeOff’s current and prospective utility clients, their regulators, or other key stakeholders, including DSM/EE plans and reports, evaluations, potential and goals studies, Integrated Resource Plans (IRPs), Advanced Metering Infrastructure (AMI) applications, budget advice letters, climate and sustainability plans, compliance filings, etc.
  • Share key insights from such filings and general market trends related to DSM, measurement and verification (M&V), and sustainability with relevant internal stakeholder teams including Executive, Business Development, Product Commercialization, and Programs (Client Success, Portfolio Management, and Program Delivery)
  • Identify challenges, goals, and priorities at the utility, state, and federal level that could provide strategic opportunities for Power TakeOff, and work closely with the Commercialization, Business Development, and Programs teams to design solutions that align with their DSM and verification goals and create win-win scenarios
  • Identify risks at the utility, state, and federal level that could put the funding, delivery, or market for Power TakeOff’s programs in jeopardy, and provide recommendations and advocacy to proactively mitigate those risks, building internal and external coalitions as needed
  • Attend client meetings periodically to share regulatory updates relevant to Power TakeOff’s programs and provide learnings, perspectives, and best practices from other territories
  • Monitor proposed and newly passed legislation that may impact the business and inform internal stakeholders of key developments
  • Recommend any tools or services necessary to supporting regulatory tracking and analysis, and manage any such vendor relationships to negotiate competitive pricing and maximize the value derived from any such investments

Engagement and Advocacy: 

  • Lead the company’s TRM initiative to add VCx as a measure in states where the company operates and is targeting prospective clients
  • Facilitate regulatory acceptance of Power TakeOff solutions
  • Represent Power TakeOff externally with utility clients and prime implementers, industry associations, regulatory staff, and stakeholder groups to engage on strategic issues
  • Attend and present at industry meetings and conferences to understand developments with potential business impact, develop relationships, and share about Power TakeOff’s offerings and positions on key topics
  • Engage with the industry associations of which Power TakeOff is a member to manage and leverage the memberships and ensure they are aware of Power TakeOff’s work and priorities in their advocacy efforts
  • Prepare any regulatory filings that may be necessary to get Power TakeOff’s position into the public record and advocate on specific topics
  • Find and take opportunities to grow the market for Power TakeOff’s solutions

Key Qualifications

Education and Experience

  • Minimum education: Bachelor’s degree Environmental Policy, Public Policy, Business, Environmental Science, or a related field
  • 5+ years of utility regulatory experience and responsibilities and 2+ years of experience with utility DSM programs
  • Experience tracking key DSM regulatory proceedings and processes across the US and ideally beyond
  • Track record of successful advocacy that has led to positive policy and business outcomes
  • Direct experience working with, and successfully influencing, statewide TRMs
  • Strong business judgement and natural sales instincts
  • Strong relationships with key personnel at utilities, regulatory agencies, and industry stakeholders

Technical Expertise

  • Knowledge of various M&V methodologies within the DSM industry
  • Detailed understanding of cost-effectiveness calculations for DSM programs and related concepts impacting the development and management of utility DSM portfolios
  • Analytical skills and a basic understanding of statistics
  • Experience with regulatory tracking software from Advanced Energy United, HData, or equivalent. 
  • Proficiency with a range of computer applications such as Microsoft Office, Google Suite, Adobe, and experience with CRM software (Salesforce, etc.)

Location and Travel

Power TakeOff is a 100% virtual company with no physical office location. However, many employees are based in two hubs in the areas around Denver, CO and Kitchener-Waterloo, Ontario. Residence in one of these two hubs is desired but not required, and relocation assistance will not be provided for the position.


Regular travel is not required for this position, but occasional travel may be required. Power TakeOff will cover the associated accommodation and travel expenses for any such travel. 

Compensation and Benefits

The expected compensation, including base salary and bonus) for employees residing in the U.S. is between $130,000 and $180,000. Power TakeOff maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, and market conditions.
