About the role

Under the general supervision of the Head of Strategic Initiatives, the Proposal Writer will lead and provide technical assistance for funding opportunities that advance senior executives' priorities. 

Essential Job Functions

• Lead the writing and project management of complex proposals, including RFPs, RFIs, federal cooperative agreements, state contracts, and private foundation submissions ranging from $100K to $14M+, coordinating input from subject matter experts, technical writers, and external partners
• Proactively identify and evaluate funding opportunities across multiple focus areas including public health laboratory systems, immunization information systems, community health initiatives, digital health solutions, and emergency preparedness
• Proactively identify and evaluate funding opportunities across multiple focus areas including public health laboratory systems, immunization information systems, community health initiatives, digital health solutions, and emergency preparedness
• Develop complex budgets and financial models for multi-year, multi-partner proposals while ensuring compliance with federal, state, and private funder requirements
• Perform regular analysis of public health funding landscapes to identify emerging opportunities and inform organizational strategy in areas such as diagnostic testing, vaccine management, and digital health solutions
• Comfortability with AI tools

Qualifications

• Bachelor’s degree in public policy, public health, or a related field. Master’s degree preferred.
• A minimum of 5 years of proposal writing experience, preferably for health initiative funding opportunities.
• Demonstrated project management or consulting experience.
• Excellent verbal and written communication skills.
• Comfort working on multi-disciplinary teams with varying management and team styles.
• Ability to work in a dynamic business environment.

This role will be paid at $40.00-$50.00/hour. Primary.Health provides an estimate of the compensation for roles that may be hired as required by state regulations.
