Job Summary

3M’s Services LLC is seeking an Executive Director of Operations to serve as a senior leader responsible for the overall operational, clinical, and strategic performance of the organization.

This position reports directly to the Chief Executive Officer and oversees all core service lines, with a primary focus on clinical operations, regulatory compliance, and organizational growth.

The Executive Director will ensure full compliance with NCDHHS regulations, 10A NCAC 27G, and 1915(i) and 1915(c) Medicaid Waiver programs, while driving operational efficiency, quality outcomes, and community engagement initiatives.

This role requires strong decision making, accountability, and the ability to lead multi-department operations.

Key Responsibilities

Operational Leadership

  • Oversee day-to-day operations across all programs and service lines
  • Ensure compliance with NCDHHS, Medicaid Waiver, and regulatory standards
  • Maintain audit readiness and oversee internal compliance systems

Clinical Operations Oversight

  • Direct and support all clinical operations and service delivery models
  • Partner with Clinical and QIQA leadership to ensure quality outcomes
  • Ensure adherence to person-centered planning and service standards

Strategic & Business Leadership

  • Execute organizational strategy and support expansion initiatives
  • Oversee budgeting, financial performance, and operational efficiency
  • Manage payer relationships, including MCO/LME-MCO partnerships

Quality & Performance Management

  • Implement and monitor QAPI (Quality Assurance and Performance Improvement) initiatives
  • Track KPIs, analyze operational data, and drive performance improvements

Leadership Development

  • Supervise and mentor Directors and Program Leadership
  • Establish performance expectations and accountability structures
  • Build leadership pipelines and support staff development

Community & Stakeholder Engagement

  • Represent the organization with community partners, MCOs, and regulatory agencies
  • Lead community engagement and organizational visibility initiatives

Required Qualifications

  • Master’s degree in Human Services, Social Work, Public Administration, Psychology, or related field (required)
  • Minimum 5 years of senior leadership or executive experience in healthcare, behavioral health, or I/DD services
  • Minimum 2–3 years experience with Medicaid-funded programs (1915(i) and/or 1915(c) Waivers)
  • Strong knowledge of NCDHHS, 10A NCAC 27G, and MCO/LME-MCO requirements
  • Proven experience managing multi-department operations and teams
  • Demonstrated success in strategic planning, compliance, and performance management

Preferred Qualifications

  • Experience in North Carolina Medicaid Waiver programs
  • Background working with IDD and/or mental health populations
  • Experience scaling programs or opening new service lines
