Position Description


United is seeking an energetic and self-starting early career professional with strong analytical abilities and excellent communications skills, both oral and written and with interest and experience in policy advocacy to join our wholesale electricity markets team. This person will support United’s engagement in the PJM region. The Policy Principal will work with other United team members to execute multi-year strategies and campaigns designed to transform wholesale electricity markets to support the U.S. transition to 100% clean energy. 


This work will focus on the wholesale market and changing the rules governing how the PJM wholesale electricity markets operate to support the growth of clean energy resources and the retirement of aging incumbent technologies, and on expanding competitive wholesale electricity markets to areas where they do not currently exist. The Policy Principal will collaborate with United’s Federal Energy Regulatory Commission (FERC) team and engage with PJM state staff and market participants in the PJM wholesale electricity markets, as well as key political and policy players in the PJM region involved in PJM wholesale electricity market policy.


The Policy Principal will monitor and lead the analysis of market rule reforms under consideration in the stakeholder process in PJM to assess their impact on the growth of advanced energy technologies. The Policy Principal will prepare advocacy materials (comments, presentations, letters, fact sheets, etc.) to support adoption of key wholesale power market design and rules changes needed to expand advanced energy technologies, and to ensure rejection of market design and rule changes that would discriminate against advanced energy technologies. The Policy Principal may also engage in related work with priority state regulators and policymakers who are key influencers in wholesale markets, and in political and policy campaigns to expand transmission infrastructure to support clean energy deployment. The Policy Principal will also manage the development of PJM wholesale market intelligence to keep United members and key policy makers informed.


The ideal candidate will be a self-motivated individual with interest and experience in policy and politics, energy markets, and clean energy and climate, and with a balanced skill set that includes comfort with quantitative and qualitative analysis of complex economic and technical materials, strong writing and communications skills, and an ability to work directly with members and policymakers. Candidates should be creative and flexible, able to explain complex topics clearly, and have the ability to move between projects as needed to support United’s work in a wide variety of areas. 


Candidates will need to have the ability to travel to participate in PJM stakeholder meetings and to meet with United members, coalition allies, and public officials. While United is a fully remote organization, preference will be given to candidates who are located in the PJM region and are able to attend PJM stakeholder meetings on a regular basis at PJM headquarters in Audubon, PA.



Responsibilities 


  • Develop and execute strategies and campaigns to accelerate clean energy deployment in the PJM region.
  • Draft comments and create reports, presentations, fact sheets, and other written and visual materials needed for education and advocacy efforts, and deliver verbal presentations as necessary.
  • Manage the tracking and analysis of PJM wholesale market reform efforts and planning processes, providing intelligence and insights for members and policymakers.
  • Develop and maintain excellent working relationships with United staff, members, partners, regulators and policymakers, and key wholesale electricity markets staff and market participants.
  • Work with United’s communications team to identify opportunities for United to seek earned media coverage, including op-eds, editorial board meetings, etc., in key media outlets.
  • Engage in coordination and advocacy efforts with coalition allies in support of clean energy goals in PJM.



Required Qualifications


  • Bachelor’s degree or equivalent experience; Master’s degree is a plus.
  • 4-6 years of professional experience, with at least some of that experience in policy analysis, policy advocacy, and/or market analysis; some experience with PJM and/or other competitive wholesale electricity markets strongly preferred.
  • Experience in the advanced energy industry or clean energy advocacy community is a plus.
  • Self-starter with an entrepreneurial spirit; candidates must be very comfortable working and collaborating in a remote environment with colleagues, creating new projects, building their own calendar, and delivering on high expectations.
  • Must be comfortable working with and learning about complex economic and technical subjects and have the ability to distill them into easy-to-digest takeaways.
  • Strong interpersonal skills required; candidates must be able to successfully develop and maintain productive relationships with members, industry stakeholders, policymakers, and other key contacts.
  • Excellent communication skills, both oral and written required - inclusive of public speaking.
  • Intellectual curiosity, inquisitive nature, and excellent listening and problem-solving skills.
  • Travel and attend PJM stakeholder meetings as needed. Travel will average roughly 30%.
  • Experience in advancing a policy agenda and/or working with business leaders is a plus.

Salary: Starting at $75,000
