Salary Range: $95,000-$130,000

Hours: 40 per week, Monday-Friday

Travel: < 10%

Location: Washington, D.C. (onsite at the Washington Navy Yard)


Position Overview 

We are seeking an experienced Senior Financial Management Analyst/Consultant to provide financial management and accounting support to the Department of the Navy and NAVWAR. This is a full-time, onsite position located at the Washington Navy Yard. 

In this role, you will collaborate closely with a team of consultants and government stakeholders, delivering analytical and advisory support across a broad range of financial management activities. The position balances independent execution with daily interaction across multi‑functional teams and clients. 


Key Focus Areas

  • Supporting complex Planning, Programming, Budgeting, and Execution (PPBE) and programmatic efforts 
  • Developing, executing, and monitoring DoD budgets and annual financial spend plans 
  • Conducting account analysis and reconciliation, variance analysis, financial tracking, reporting, budgeting, and forecasting 
  • Advising government leadership on key financial, operational, and programmatic issues 


Responsibilities

  • Input, maintain, and analyze financial data within government systems (e.g., Navy ERP, Standard Procurement System, and successor systems) 
  • Assist with budget formulation, cost monitoring, and variance analysis 
  • Measure organizational performance and evaluate program or policy impacts on budgets 
  • Research financial, economic, and regulatory developments impacting funding and execution 
  • Ensure compliance with policies and procedures governing budget formulation and execution 
  • Manage multiple funding types and coordinate with diverse internal and external stakeholders 
  • Prepare and brief financial budgets, reports, analyses, and executive‑level summaries 
  • Develop recommendations and courses of action (COAs) to address financial challenges 
  • Interpret and apply financial management policies, regulations, and strategic objectives

  • Exceptional written and verbal communication skills 
  • Ability to perform effectively in fast‑paced environments, both independently and as part of a team 
  • Strong analytical and problem‑solving capabilities with minimal oversight 
  • Demonstrated ability to rapidly learn new systems, tools, and processes 
  • High attention to detail and accuracy 
  • Advanced Excel proficiency (daily use) 
  • Proficiency with Microsoft Office (PowerPoint, Word, Access, Outlook) 
  • Experience with data visualization tools (e.g., Power BI, Tableau) 
  • Experience with Navy Enterprise Resource Planning (N‑ERP) preferred 


Qualifications

  • Bachelor’s degree from an accredited institution 
  • 7+ years of Navy/DoD financial management or relevant federal consulting experience 
  • Strongly preferred: Department of the Navy experience, including accounting, finance, consulting, NAVWAR financial systems, and PPBE processes 
  • Ability to obtain a SECRET government security clearance (TS/SCI may be required for select projects) 
  • Certified Defense Financial Manager (CDFM) certification preferred
