Genex Systems

Senior Civil Engineer – Pavement Performance (Contingent Upon Contract Award)

About Genex Systems

Genex Systems is a Women-Owned Small Business (WOSB) headquartered in Newport News, VA. Founded in 2000 at NASA Langley Research Center, Genex has spent 25+ years delivering scientific research and engineering, information technology, and mission support services across the federal government. Our track record is defined by high quality, cost-effective, and timely performance across numerous contracts, earning exceptional CPARS ratings and commendations.

This position is contingent upon Genex Systems being awarded this contract. Candidates selected for this role will be considered pending the outcome of the award decision, and Genex will follow up with next steps as soon as it's finalized.

Anticipated start date: On or about March 25, 2027 (dependent on contract award)

Lead the Engineering Behind the Nation's Pavement Performance Data

When state transportation agencies design, maintain, and rehabilitate highways, many of the models and decisions they rely on trace back to field data from FHWA's Long-Term Pavement Performance (LTPP) program. As a Senior Civil Engineer with Genex, you'll serve as the engineering lead for a major LTPP task area, setting the standards that keep that data accurate, consistent, and trusted by pavement engineers across North America.

About the Program

LTPP launched in 1987 under the Strategic Highway Research Program, and FHWA has managed it since 1992. Over its history, the program has tracked roughly 2,500 in-service pavement test sections across the United States and Canada, chosen by state and provincial highway agencies to cover a wide range of climates and soil conditions. FHWA publishes the resulting performance, traffic, climate, and construction data to the public every year through the LTPP InfoPave portal, where it supports pavement design tools such as AASHTOWare Pavement ME. You'll work on-site with FHWA at the Turner-Fairbank Highway Research Center, where Genex already supports federal highway research.

What You'll Do

  • Lead one or more LTPP task areas: engineering support for pavement performance data collection, data validation and quality control/quality assurance (QC/QA), or data augmentation and storage
  • Prepare and issue data collection and processing guidelines covering distress, profile, texture, friction, falling weight deflectometer (FWD) deflection, traffic, and climate data
  • Write engineering specifications to verify, compute, and validate computed parameter tables and newly collected data
  • Investigate and resolve equipment issues, and compare the performance of data collection devices
  • Plan and lead technical workshops, such as distress identification and profiler comparison sessions
  • Assess LTPP experimental design and program status, help design new test sections, and support special data studies, including datasets for mechanistic-empirical analysis
  • Author technical reports, newsletter articles, and presentations for FHWA

What You'll Need (Required)

  • Master's degree in Civil Engineering (or equivalent) with at least 10 years of relevant experience, or a Ph.D. with at least 5 years of relevant experience
  • Deep expertise in pavement engineering, including design, performance monitoring, materials, and maintenance and rehabilitation
  • Strong technical writing and presentation skills
  • Willingness to commit to the role for the long term, as described under Key Personnel Commitment in Additional Requirements below

Nice to Have (Preferred)

  • Hands-on experience with LTPP data collection protocols, the LTPP database, or LTPP InfoPave
  • Experience with AASHTOWare Pavement ME, FWD backcalculation, or automated pavement condition surveys
  • Professional Engineer (PE) license

Compensation & Benefits

Salary: Competitive salary based on education level and years of applicable experience.

Genex Systems offers a comprehensive benefits package, including:

  • Comprehensive medical, dental, and vision insurance
  • 401(k) retirement plan with employer matching
  • Flexible Spending Account (FSA)
  • Employer-paid life insurance and dependent life insurance
  • Short-term and long-term disability
  • Paid time off (PTO) and paid federal holidays
  • Tuition assistance programs

Location & Work Arrangement

  • Location: McLean, VA
  • Arrangement: Hybrid — a mix of remote work and on-site work at FHWA's Turner-Fairbank Highway Research Center
  • Expected start date: On or about March 25, 2027, pending contract award

Additional Requirements

  • You must be able to pass a U.S. Department of Transportation (DOT) background investigation and obtain a Personal Identity Verification (PIV) credential.
  • Work Authorization – Visa sponsor available for qualified candidates.
  • Key Personnel Commitment: This is a Key Personnel position. The selected candidate will be named in our proposal and in the resulting contract. Candidates will be asked to approve the use of their resume and to sign a letter of intent to accept the position if Genex wins the award (expected February 2027).
