IT Acquisition/FITARA Analyst

About the role

The IT Acquisition/FITARA Analyst helps a federal agency plan, buy, and govern its IT. Day to day, the Analyst reviews proposed IT acquisitions for FITARA compliance, develops acquisition strategies and market research, analyzes the IT investment portfolio, and turns acquisition and spending data into clear reports, dashboards, and briefings for leadership and oversight bodies. Working alongside program managers, contracting officers, budget staff, and IT leadership, the Analyst identifies compliance gaps, recommends improvements to IT governance and risk management, and helps make sure IT spending is properly planned, approved, and tracked.


Key Responsibilities: 

  • Support the planning, execution, and management of ACF IT acquisitions in alignment with the Federal Acquisition Regulation (FAR), the HHS Acquisition Regulation (HHSAR), and HHS and ACF policies.
  • Review proposed IT acquisitions and supporting documentation to confirm that FITARA CIO review and approval requirements are met before award.
  • Conduct FITARA compliance assessments and recommend actions to improve HHS performance on the FITARA Scorecard.
  • Develop acquisition strategies, conduct market research, and prepare cost/benefit and alternatives analyses to inform procurement decisions, including the use of category management and Best-in-Class contract vehicles.
  • Track and analyze ACF’s IT investment portfolio, ensuring alignment with Capital Planning and Investment Control (CPIC) processes and accurate reporting to the Federal IT Dashboard.
  • Prepare FITARA-related reports, dashboards, and briefing materials for ACF and HHS leadership, OMB, and congressional oversight requests.
  • Advise program offices on contract types, acquisition methods, and vendor engagement strategies to maximize IT value.
  • Coordinate with budget, finance, procurement, and IT teams to ensure accurate and timely reporting of IT spending and investment data.
  • Recommend IT governance improvements, risk management practices, and performance measures, and track progress against them.
  • Develop training materials, job aids, and guidance to strengthen staff understanding of FITARA and acquisition best practices.


Qualifications and Skills: 

  • Bachelor’s degree in Business, IT Management, Public Administration, or a related field.
  • 5+ years of experience in federal IT acquisitions, procurement support, or related program analysis.
  • Strong working knowledge of FITARA and its implementing guidance (including OMB M-15-14), and its impact on IT governance and CIO authorities.
  • Experience with federal acquisition processes, including the FAR and agency-specific acquisition policies.
  • Familiarity with CPIC, OMB Circular A-11 IT budget and investment reporting requirements, and IT portfolio management.
  • Proficiency with Microsoft Excel and PowerPoint for data analysis, dashboards, and executive briefings.
  • Excellent analytical, research, and written and oral communication skills.
  • Ability to brief senior federal executives and produce high-quality reports and dashboards.


Desired Skills and Competencies: 

  • Master’s degree in Business, Public Policy, or an IT-related discipline.
  • FAC-C (Professional), DAWIA, or equivalent acquisition certification.
  • Prior experience supporting HHS, ACF, or another federal civilian agency OCIO.
  • Knowledge of Agile/DevSecOps and modern IT delivery models in federal environments.
  • Experience with government IT financial systems, budget formulation, and portfolio management tools.
  • Prior experience supporting congressional or OMB reporting related to FITARA.
