Chief Technology Officer

The Chief Technology Officer leads technology strategy, architecture, product development, and engineering across Journal Technologies. This leader sets and champions the technical vision, brings strong product and engineering thinking to every initiative, and ensures the company's platforms remain secure, reliable, and positioned for growth. The CTO works cross-functionally with every department and plays a central role in building out the new technology team described above, helping recruit talent and shape how new ideas are evaluated, developed, and scaled.


What you'll do

  • Develop and lead a multi-year technology vision and roadmap aligned with the long-term goals of Journal Technologies and drive it across the organization.
  • Bring a customer-centric, problem-first approach to product development, ensuring teams deeply understand user needs before committing to solutions.
  • Identify emerging technologies and market opportunities that strengthen existing products and open new areas of value for the company.
  • Advise executive leadership on technology investments, build-versus-buy decisions, and potential acquisitions or partnerships.
  • Define architectural vision and principles, ensuring systems are configurable, repeatable, scalable, secure,  appropriately modular, and engineered to upgrade and evolve over time.
  • Apply platform thinking by promoting reusable services, APIs, and shared components that serve multiple products and business units.
  • Own the modernization of the Company's technology portfolio, balancing investment in existing platforms with technical debt, modernization, consolidation, and next-generation capabilities.
  • Lead the engineering organization with a culture grounded in ownership, craftsmanship, continuous improvement, and pragmatic decision-making.
  • Maintain and advance modern engineering practices, balancing speed of delivery with quality, reliability, and security.
  • Support our organization-wide transition to Agile methodologies and Scrum-at-Scale.
  • Serve as a true partner to other departments, building alignment on priorities, timelines, and resources across the organization.
  • Translate complex technical concepts into clear business terms for non-technical stakeholders, and bring business context back to technical teams.
  • Build, lead, and develop a high-performing technology organization, including organizational design, leadership development, succession planning, workforce strategy, and recruitment of critical technical capabilities needed for the Company's future.
  • Ensure appropriate standards for security, privacy, compliance, and data governance, including requirements common to courts, government agencies, and criminal justice systems (such as CJIS).
  • Oversee technology investment, performance, and operational resilience, ensuring resources are aligned with priorities and systems remain reliable, scalable, and prepared for business continuity.
  • Establish effective technology governance and risk management, partnering with Security, Cloud Operations, IT, Legal, and business leaders to manage architectural, cybersecurity, regulatory, and third-party technology risks.


Qualifications & Skills

  • 12+ years of software engineering experience, with at least 5 years in senior technical leadership roles (CTO, VP of Engineering, Head of Engineering, or similar).
  • Proven experience leading and scaling engineering organizations and enterprise software platforms. 
  • Deep expertise in software and systems architecture, including distributed systems, cloud-native design, APIs, and data platforms.
  • Strong product sense, with experience making customer-driven product decisions.
  • A track record of setting a compelling technical vision and rallying teams and executives around it.
  • Proven success working cross-functionally, with excellent communication skills and the ability to engage executives, engineers, customers, and partners alike.
  • Background in government technology, justice or court systems, legal technology, or other regulated public sector markets is highly desirable.
  • Experience incubating new products or working in a startup, innovation lab, or venture environment is preferred.
  • Hands-on experience applying AI, machine learning, and data-driven technologies to real products is preferred.
  • Experience working within Agile teams or formal training in Scrum or Agile methodologies
  • Bachelor's degree in Computer Science, Engineering, or a related field; advanced degree is a plus. 
  • Given the highly collaborative nature of this role, preference will be shown for candidates able to work on a regular/hybrid basis from our Los Angeles headquarters.
