Regulatory Policy Manager (Fixed-Term)

About the role

The Regulatory Policy Manager plays a key role in advancing the mission of Rewiring America to expand the market for residential electrification through regulatory engagement before public utility commissions (PUCs) in priority states.


This 12-month, fixed-term role will lead regulatory policy campaigns across a defined portfolio of states and/or policy areas.  The Regulatory Policy Manager will independently scope and drive high-impact regulatory engagements, develop strategic approaches to influence regulatory outcomes, and manage complex advocacy efforts from docket monitoring through filings, testimony, and stakeholder engagement.


The ideal candidate brings strong regulatory policy experience, excellent writing and analytical skills, demonstrated success influencing regulatory policy outcomes, and the ability to independently manage complex policy campaigns in a fast-paced, collaborative environment.


What you'll do

As a Regulatory Policy Manager you will:

Lead regulatory policy campaigns

  • Serve as the primary driver of regulatory policy campaigns across a defined portfolio of priority states and/or policy topics.
  • Author regulatory filings, including comments, testimony, technical reports, and policy briefs.
  • Lead cross-functional campaign teams, manage consultant engagements, and coordinate with advocacy partners supporting regulatory campaigns.
  • Contribute to the development of regulatory campaign strategies and planning for priority states and policy initiatives.

Develop regulatory analysis and advocacy strategy

  • Conduct regulatory and policy research to inform advocacy strategies and organizational positions.
  • Monitor regulatory trends affecting electrification and share insights to inform strategy.

Represent the organization and support team leadership

  • Represent Rewiring America in regulatory proceedings, stakeholder processes, coalition spaces, policy forums, and conferences.
  • Develop and maintain relationships with regulators, advocates, utilities, and other stakeholders.
  • Help maintain internal systems for docket tracking, knowledge management, grant reporting, and regulatory landscape assessment and campaign planning.

The selected candidate will also possess the following Core and Preferred qualifications and characteristics:


Core qualifications: 

  • 6+ years of relevant experience in utility regulation, regulatory advocacy, energy research, or similar roles, or an advanced degree and 4+ years of relevant experience
  • Strong understanding of utility regulatory topics, such as rate design, utility planning, building electrification, energy efficiency, demand flexibility, and energy affordability.
  • Experience developing regulatory filings, testimony, and policy analysis in regulatory proceedings.
  • Excellent analytical, writing, and communication skills.
  • Ability to independently manage multiple priorities in a fast-paced environment while maintaining attention to detail and meeting deadlines.

Preferred qualifications:

  • Experience engaging directly with public utility commissions, electric and natural gas utilities, and other regulatory stakeholders.
  • Experience working with advocacy organizations and coalitions.
  • Familiarity with collaboration tools such as Google Workspace, Slack, Notion, and Asana.
