About the opportunity

SecondMuse is seeking an In-Country Consortium Lead to support a new multi-partner initiative focused on the responsible use of digital and AI-enabled tools to strengthen primary and community healthcare. Based in Ghana, the role will help build and maintain relationships with the Ministry of Health and other key stakeholders, connect initiative activities to national health priorities, and support implementing partners to work effectively within government systems.

This is primarily a country engagement and coordination role rather than a technical AI role. The successful candidate should understand the health system, be comfortable working with government and development partners, and be able to build trust and coordinate across different stakeholders. While specialist AI expertise is not required, knowledge and familiarity with digital health is strongly desirable.

We are looking for a capable, credible and collaborative professional who understands the health sector in Ghana and can work effectively across government, development partners and implementing organizations. We value demonstrated experience and practical judgment more than senior titles or highly specialized technical credentials.

The incumbent will report to the Sr. Project and Team Lead for day-to-day coordination. You will work as part of a small, distributed program team and alongside colleagues supporting other countries.

Core Functions

• Build and maintain productive working relationships with the Ministry of Health and relevant government stakeholders in Ghana.
• Help the initiative understand and respond to national health priorities, policies, programs, and implementation realities.
• Support engagement with government, funders, implementing organizations, technical partners, and other stakeholders.
• Help implementing partners navigate relevant government processes, approvals, coordination mechanisms, and existing health or digital-health systems.
• Support the identification and prioritization of opportunities where responsible digital and AI-enabled approaches could strengthen existing health-system priorities.
• Prepare concise country updates, stakeholder information, meeting notes, and briefs for the program team  and relevant partners.
• Support planning and facilitation of country-level meetings, workshops, and co-creation activities.
• Participate in relevant health, digital-health, and coordination forums as agreed with the Sr. Project and Team Lead.
• Identify emerging country-level opportunities, challenges, and risks and raise them with the Project Lead and Secretariat.
• Maintain timely records of key stakeholder engagements, actions, and follow-up.

Key Responsibilities

• Serve as the initiative's point of contact in Ghana, under the direction of the Sr. Project and Team Lead.
• Support effective Ministry of Health and stakeholder engagement and help sustain relationships over time.
• Contribute country perspectives to planning, portfolio discussions, working groups, and cross-country learning.
• Support government co-ownership of initiative activities and help ensure that interventions complement existing national priorities and systems.
• Support grantees and partners with country context and government navigation where needed.
• Contribute to responsible AI, data governance, ethics, safety, and risk discussions from a country perspective.
• Represent SecondMuse and the  initiative in relevant national or regional forums as delegated.

Required Qualifications and Experience

• At least six (6) years of relevant professional experience in health, health systems, digital health, international development, public sector programs, or a related field.
• Practical experience working with the Ministry of Health or other government institutions in Ghana, with an understanding of how government programs and decisions are coordinated.
• Demonstrated ability to build and maintain effective relationships with multiple stakeholders.
• Good understanding of the national health system and its key priorities; familiarity with digital health or health information systems is important.
•  Strong communication, coordination, facilitation, and writing skills.
• Ability to work independently, manage competing priorities, and operate effectively in a distributed international team.
• Fluency in English and the ability to communicate effectively with relevant stakeholders in the country.

Desirable Qualifications and Experience

• Experience working on donor-funded health or development programs, including bilateral, multilateral, or philanthropic organizations.
• Experience in digital health, health information systems, data governance, or health technology.
• Exposure to responsible AI, AI-enabled health solutions, or digital innovation.
• Experience facilitating multi-stakeholder or government-led initiatives.
• Existing professional networks across the health sector in Ghana.
• Experience working across more than one country or in regional African programs.

Working Environment

This is a full-time position based in Ghana, with regular in-country travel to Ministry of Health offices, districts, partner organizations, and facility sites as required. The role includes periodic regional or international travel for the initiative convenings and workshops. You will work within a small, distributed team spanning Africa, Europe, and North America and will need to accommodate occasional meeting times across time zones.

The position is tied to the term of the initiative’s current funding, with continuation subject to funding renewal.
