Splash is a global nonprofit organization founded in 2007, headquartered in Seattle, Washington, USA. Since 2007, we have completed more than 2,500 projects that serve over 1.2 million children each day. Currently focused on cities in East Africa, Splash delivers the clean water, clean toilets, and dignified menstrual health resources that every child deserves through comprehensive water, sanitation, hygiene, and menstrual health (WASH-M) services and behaviour change programs across 100% of a city’s public schools. 

Our distinctive model transforms entire cities, starting at the school water fountain, by shifting systems, infrastructure, and behaviours in partnership with local governments and communities. In 2019, we began testing and refining Project WISE (WASH in Schools for Everyone), a cost-effective and replicable blueprint designed to reach 100% of public schools in fast-growing, complex cities in partnership with local governments and community leaders. In five years, we achieved our goals in Ethiopia and India, and we began our next phase of expansion in East Africa in 2025.

The Job 

Full-time position based in Lilongwe, Malawi from Splash’s office with regular filed travel including Blantyre 

 

Position Overview 

The Infrastructure Manager will manage and own the delivery of Splash International's school WASH infrastructure programme in Malawi. Working through engineering consultants, contractors, and government partners, the role is responsible for implementing high-quality, safe, and sustainable water supply, sanitation, and handwashing infrastructure that meets Splash standards, local regulations, and project objectives. The Infrastructure Manager will coordinate infrastructure activities from design review through construction, commissioning, and handover, while maintaining strong relationships with government stakeholders, schools, consultants, and contractors. Through effective planning, technical oversight, and clear reporting, the role ensures infrastructure is delivered on time, within budget, and to a consistently high standard. 

Reports to Global Director, Infrastructure   

 

Roles and Responsibilities 

Core Focus: WASH Infrastructure Delivery: 

  • Manage and own the end-to-end delivery of Splash's WASH infrastructure program, ensuring projects are implemented safely, on time, within budget, and to Splash quality standards. 
  • Review, analyze, and refine engineering designs, BoQs, technical recommendations, and implementation plans to ensure they are appropriate for the local context and project objectives. 
  • Coordinate engineering consultants, contractors, suppliers, and internal teams to deliver high-quality infrastructure solutions. 

Stakeholder Management 

  • Build and maintain productive relationships with government ministries, district authorities, school leadership, consultants, contractors, and other key stakeholders. 
  • Represent Splash in technical coordination meetings and support the Country Director in government engagement relating to infrastructure delivery. 

Project Controls & Compliance 

  • Monitor project performance, schedules, budgets, and risks, implementing corrective actions where required. 
  • Maintain robust project documentation and produce timely, accurate reports to support decision-making. 
  • Implement Splash engineering standards and ensure compliance with local regulations, quality requirements, and change control procedures. 

Procurement & Technical Support 

  • Develop technical specifications and support procurement activities, including RFPs, technical evaluations, contractor mobilisation, and performance reviews. 

Health, Safety & Quality 

  • Implement and monitor Health, Safety, Environment (HSE), QA/QC, commissioning, and handover processes across all projects. 
  • Promote a culture of safety, quality, and child safeguarding, intervening where standards are not met. 

Continuous Improvement 

  • Analyze project performance and refine infrastructure delivery processes to improve quality, efficiency, and value for money. 
  • Develop technical capability through knowledge sharing, mentoring, and the application of lessons learned across projects. 

Planning & Reporting 

  • Plan infrastructure implementation activities and manage project milestones, deliverables, and budgets. 
  • Write concise, evidence-based technical reports and maintain accurate project records in accordance with Splash procedures. 

 

 

Qualifications 

  • Bachelor degree in Civil Engineering or similar discipline 
  • Direct experience in WASH systems implementation   
  • Demonstrated ability to manage multiple infrastructure projects simultaneously while balancing quality, cost, schedule, and risk. 
  • Demonstrated ability to review and analyze engineering drawings, BoQs, specifications, and construction schedules. 
  • Strong experience coordinating contractors, consultants, government stakeholders, and suppliers. 
  • Experience implementing QA/QC processes and HSE management systems. 
  • Excellent written communication skills with the ability to produce concise technical reports and recommendations. 
  • Strong analytical skills with the ability to adapt implementation approaches to local context while maintaining engineering standards. 
  • High proficiency in Microsoft Office (particularly Excel, Word, Outlook, and Project). 

The Ideal Candidate 

The ideal candidate combines strong engineering and WASH knowledge with the ability to manage complex infrastructure delivery through consultants and contractors. They are comfortable taking ownership of multiple sites simultaneously, analyzing technical information, developing practical solutions, and adapting engineering approaches to suit local context, government requirements, budget constraints, pragmatism and modern WASH philosophies.  

They are a confident communicator who can build effective relationships across government, consultants, contractors, schools, and internal teams. They demonstrate sound engineering judgement, strong organisational skills, and produce clear, concise written reports that support effective decision-making with both country and global teams

  • Splash operates across time zones with flexible work schedules. Team members can set standard hours within their time zone but should be available for occasional off-hours work. This is balanced by a self-managed schedule allowing personal time. 
  • Benefits include 18 days of paid time off, increasing by 2 days each year up to 28 days, 11 paid holidays, and Wellness Fridays (reduced hours on Fridays). Additionally, we offer two weeks of paid time off mid-year during July 4th week and the last week of the year.
