As we scale our operations, we are building an in-house engineering team to support plan review, inspection services, and installation quality assurance — allowing us to move faster, maintain higher standards, and deliver exceptional outcomes for our customers and installation crews.


The Role


We are seeking an experienced Florida-licensed Plans Examiner (PX) with strong knowledge of residential construction, permitting, and code compliance to join our team.

This position will primarily focus on reviewing residential solar permit packages submitted throughout Florida, ensuring compliance with the Florida Building Code, National Electrical Code, local amendments, and applicable jurisdictional requirements.

The ideal candidate will have experience working with Florida municipalities, private provider services, residential construction, and solar permitting processes.


What You’ll Be Doing


Private Provider Plan Review (PPR)


Review residential solar permit packages on behalf of Authorities Having Jurisdiction (AHJs) and private provider programs to ensure compliance with applicable building, structural, and electrical codes prior to permit issuance.


Plan Review

  • Review residential solar PV permit packages for compliance with Florida Building Code requirements.
  • Examine architectural, structural, electrical, and site plans for code compliance and permit readiness.
  • Verify compliance with NEC, Florida Building Code, ASCE 7 wind loading requirements, and local jurisdictional amendments.
  • Review engineering calculations, attachment details, equipment specifications, and load analyses.
  • Identify deficiencies and provide clear plan review comments for correction and resubmittal.
  • Coordinate with internal design teams, engineers, project managers, and permitting staff to resolve plan review comments efficiently.
  • Maintain familiarity with permitting requirements across Florida municipalities and counties.
  • Support permit approval efforts and reduce turnaround times through efficient plan review processes.

Code Compliance

  • Interpret and apply Florida Building Code provisions and local amendments.
  • Ensure permit packages comply with applicable residential construction standards.
  • Stay current with updates to Florida Building Code, National Electrical Code, and industry best practices.
  • Assist in developing internal code review standards, checklists, and quality control procedures.

Process Improvement

  • Help establish and improve Terra Energy's private provider plan review program.
  • Support standardization of permit package templates and review workflows.
  • Collaborate with engineering, operations, and permitting teams to improve submission quality and approval rates.
  • Provide technical guidance regarding permitting and code compliance issues.


What We’re Looking For


  • Active Florida Plans Examiner (PX) License.
  • Minimum 3 years of experience performing plan reviews, code compliance reviews, permitting, or construction-related inspections.
  • Strong knowledge of Florida Building Code (FBC), National Electrical Code (NEC), and residential construction practices.
  • Experience reviewing construction plans, permit applications, and technical documentation.
  • Familiarity with Florida AHJ permitting processes across multiple jurisdictions.
  • Strong attention to detail and ability to identify code compliance issues.
  • Excellent written and verbal communication skills.
  • Ability to work independently in a remote environment.
  • Proficiency with permitting software, digital plan review platforms, and Microsoft Office applications.
  • Familiarity with Florida AHJ permitting processes and inspection requirements across multiple jurisdictions
  • Ability to perform remote video-based and photo-based inspections with clarity and confidence
  • Proficiency with solar design software (Aurora, Helioscope, or equivalent)
  • Strong communication skills — able to effectively coach field installers and interface with AHJ officials


Preferred Qualifications


  • Experience reviewing residential solar photovoltaic (PV) systems.
  • Experience working as a Florida Private Provider.
  • Additional Florida certifications such as Building Inspector (BN), Building Official (BO), Electrical Plans Examiner (EP), or Electrical Inspector (EI).
  • Experience working directly with Florida municipalities and county building departments.
  • Knowledge of SolarAPP+ and streamlined permitting programs.
  • Familiarity with utility interconnection requirements.
  • Previous experience supporting high-volume residential permitting operations.

Their contributions directly support Terra Energy's ability to scale operations, maintain high standards, and accelerate residential solar deployment across Florida.
