Position Summary

We are seeking a Technical Recruiter to join our expanding team. This role is cross-functional, supporting companywide hiring needs across architecture, civil engineering, and federal civilian and DoD contracting services. This role partners closely with technical discipline leads, hiring managers, and operations to identify, attract, and hire top talent. The Technical Recruiter delivers a proactive, consultative recruiting experience and serves as a trusted business partner to teams across the organization.


This position requires a resourceful recruiter who can navigate complex hiring environments and diverse technical disciplines, bringing strong full cycle recruiting experience, an understanding of federal contracting requirements, and the ability to manage high volume recruiting with efficiency, compliance, and attention to detail.


The Technical Recruiter provides strategic and consultative support to hiring managers, including perspective on the abilities of desired talent and qualifications in the market, competitiveness, creative sourcing strategies, employment law, and recruitment policies and procedures. The Technical Recruiter works closely with hiring teams to identify role requirements, source qualified candidates, and provide thoughtfully evaluated shortlists for technical and enterprise positions. This role requires active outreach and targeted sourcing to identify and engage high performing and diverse talent. The Technical Recruiter networks effectively to promote the company’s employer brand, reduce time to hire,

and build strong, equitable talent pipelines that support timely and successful staffing across the organization.

Essential Duties and Responsibilities

The following inexhaustive list of duties represents a sample of work routinely performed by this role: 

  • Manage full-cycle recruiting for assigned corporate roles across the organization and support staffing needs for federal OCONUS and CONUS contract projects and proposals.
  • Conduct role intakes with hiring managers to clarify requirements, competencies, labor market considerations, sourcing strategies, interview process steps, and alignment on expectations.
  • Provide perspective on desired talent capabilities, qualifications in the market, competitiveness, creative sourcing strategies, employment law, and recruitment policies and procedures.
  • Source candidates using job boards, technical networks, professional industry platforms, social sourcing, and direct outreach strategies.
  • Actively search for and engage skilled and diverse talent to build strong and equitable pipelines.
  • Craft personalized outreach messages to passive candidates and promote the company’s employee value proposition.
  • Conduct pre-screening calls to assess candidate qualifications, suitability for the position, and salary-expectation alignment.
  • Provide thoughtfully evaluated shortlists of qualified candidates for positions.
  • Schedule and conduct interviews using structured, behavioral, and technical assessment methods as appropriate, ensuring candidates move through a timely, well-coordinated process supported by prompt communication and a positive, engaging experience.
  • Maintain daily candidate records and workflows within the ATS, ensuring accurate candidate tracking, documentation, dispositioning, and compliance recordkeeping.
  • Deliver timely updates to hiring managers regarding pipeline health, candidate progress, and market conditions.
  • Deliver regular updates to hiring managers summarizing hiring progress, challenges, and actions.
  • Recommend process improvements to enhance candidate experience, sourcing efficiency, and communication workflows.
  • Stay informed on recruiting best practices, compliance requirements, and trends relevant to architecture, engineering, and federal contracting sectors.


Qualifications and Experience

Education, Experience, + Professional Skills:

  • Bachelor’s degree in Human Resources, Business, Communications, or a related field. Relevant experience that demonstrates technical recruiter capabilities will be considered instead.
  • Minimum of three years of recruiting experience across technical disciplines, with proven success supporting architecture, engineering, and federal civilian/DoD staffing environments
  • Strong command of full-cycle recruiting practices in compliance-focused and high-volume settings, including familiarity with federal contracting standards and proposal-driven staffing.
  • Proficient in advanced sourcing methods, leveraging industry networks, technical platforms, and targeted outreach to identify specialized and diverse talent.
  • Skilled in evaluating technical competencies and experience to ensure candidates meet organizational and contractual needs.
  • Effective at building collaborative relationships with hiring managers and technical teams, offering talent perspectives and consultative guidance.
  • Forward-thinking mindset with a track record of adapting quickly to evolving organizational needs, market shifts, and process enhancements.
  • Highly organized and detail-oriented, with consistent accuracy in candidate documentation, workflow management, and adherence to compliance requirements.
  • Adaptable to shifting priorities associated with contract timelines and proposal cycles, maintaining efficiency across concurrent requisitions.
  • Strong communication skills and service orientation, with the ability to represent the employer brand and deliver a positive candidate experience.
  • Self-directed and effective in remote environments, able to manage priorities, maintain momentum, and complete projects independently.
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver's license

Technical Skills:

  • Proficiency in Microsoft Office suite, including Word, Excel, Outlook, and Teams 
  • Experience using Applicant Tracking Systems to support daily activities
  • Knowledge of EEO and OFCCP requirements


Working Environment

This is a remote position that may require some (≤ 5%) travel to headquarters or recruiting events.

This position operates in a professional office setting. The role routinely uses standard office equipment such as computers, phones, printers, and photocopiers. The work environment is generally quiet and free from exposure to loud noise, hazardous materials, or heavy machinery. Employees are typically seated for extended periods and may occasionally move about the office to attend meetings or access equipment and supplies.


Physical Demands

Sitting/Standing: This role is generally sedentary, performing sitting work utilizing technological office equipment, including a laptop, mouse, keyboard, computer monitors, telephones, scanners, and copiers.

Walking: This role requires the ability to move about inside the office to access the required technological equipment.

Stooping/Kneeling/Crouching/Crawling: This role may require stooping to reload printer trays with print paper, moving equipment, and managing cords.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptops, mice, keyboards, computer monitors, telephones, scanners, and copiers.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires seeing, viewing, and distinguishing all aspects of internal and external communications.

Carrying/Lifting: This role requires lifting up to 20lbs to transport technological office equipment to and from various workspaces.

Home Office Connectivity Requirements for Hybrid & Remote Positions

To ensure reliable collaboration, client service, and secure access to company systems, the Company requires minimum connectivity standards to be eligible or remain eligible to work in a hybrid or remote capacity. Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing, VPN connectivity, and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes: 

  • Wired broadband service (cable, fiber, or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
  • Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed

 Cellular hotspot or fixed wireless cellular services (e.g., T-Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local, state, and federal requirements as it relates to the reimbursement of home internet expenses. Eligibility for reimbursement of home internet expenses is defined in a separate policy.
